The vendor must maintain perpetual inventory records, provide itemized weekly invoices, ensure sanitary storage conditions free from rodents and pests with monthly pest control services, and comply with all federal, state, and local laws. All pricing must be freight on board (FOB) destination, including shipping and transportation.

The contract term runs from execution through June 30, 2029, with two optional one-year renewal periods through June 30, 2031. The vendor must be a bonded warehouseman and maintain fire damage insurance covering replacement value of stored goods, general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, auto liability insurance of $1 million per occurrence, and workers' compensation insurance as required by law. The contract is funded through General Revenue sources and may include federal funds, with percentage and dollar amount disclosed upon award. Questions are due by 5 p.m. on November 4, 2026. Bids must remain firm for 90 days from opening. The State will award to the responsive and responsible bidder submitting the lowest overall total price. All awarded contracts valued at $1,000 or more are subject to a $15 administrative fee for the Minority Contractor Opportunity Initiative, deducted from the first payment.
