About this opportunity

The Illinois Department of Corrections is soliciting bids under Invitation for Bid contract number 27-426DOC-KEWAN-B-54235 for a commercial dishwashing machine, removal of the existing unit, water softener installation, and a 60-month service contract at its Kewanee Life Skills Re-Entry Center, with questions due November 29, 2026 and bids due November 30, 2026. This is a small business set-aside procurement, and the State will award to the lowest priced responsive and responsible bidder.

The scope is a commercial rack conveyor dishwashing machine with a 30-inch conveyor belt, 24-inch minimum chamber height, 342 racks-per-hour capacity, automatic soil removal and deliming, a 24kW booster heater, a WS-80 water softener, and 480-volt electrical service. The vendor removes the existing unit, installs the replacement within 60 days of contract execution, and provides staff training. Delivery is FOB Destination to 2021 Kentville Road, Kewanee, Illinois 61443. Maintenance begins after training is completed and approved by the Center's Chief Engineer or designee and runs annually for five years, with 24-hour response to maintenance requests and service reports due within five business days of each visit. Subcontracting is not permitted. Required insurance includes general commercial liability of $1 million per occurrence and $2 million annual aggregate, auto liability of $1 million per occurrence, and workers' compensation as required by law. Replacement parts and installed components carry the manufacturer's warranty or a minimum one-year warranty, and installation workmanship carries a one-year warranty.

Pricing is estimated. Line Item 15 carries a $12,500 material estimate that is not guaranteed, and the State will enter the maximum contract amount before execution. The contract is contingent on appropriation and terminable for convenience on 30 days' notice. The contract may be partially or totally funded with Federal funds, with the percentage and amount disclosed at award.

Bidders claiming the Illinois Business Preference or Domestic Product Preference must submit supporting affidavits or product descriptions. Bidders must also include Business Enterprise Program or Veterans Small Business Program Utilization Plans where applicable. An awardee with a contract value of $1,000 or more pays a $15 fee for the Minority Contractor Opportunity Initiative. A Pre-Submission Conference may be conducted, with attendance requirements posted on BidBuy. Bids must be submitted electronically through BidBuy, must remain firm for 90 days from opening, and become public under the Illinois Freedom of Information Act unless confidential treatment is requested with statutory justification.
