About this opportunity

The State of Utah Division of Facilities Construction and Management (DFCM) is soliciting Programming & Design consultant services for the repair and remodel of the SAELA building for Utah Valley University's Athletics Department. A mandatory meeting is set for November 17, 2026 at 3:00 p.m. at the SAELA Building in Orem, and proposals are due November 25, 2026 at 12:00 p.m. through the U3P website. The source names no set-aside or preference program.

Scope runs from programming through schematic design, design development, construction documents, construction administration, and warranty phases. The renovation is organized into four priority tiers: complete roof membrane replacement over approximately 55,000 square feet, mechanical work across approximately 58,000 square feet, East Wing wrestling, academic, and sports psychology build-outs, and building-wide upgrades including fire and life-safety systems, low-voltage infrastructure, a golf simulator, and a broadcast room. Designs must conform to UVU's HVAC, electrical, plumbing, fire alarm, fire suppression, and custodial design standards. Those standards specify the Honeywell Gamewell FCI fire alarm platform and Schneider Controls for building automation integration. Consultants must comply with Utah licensure requirements. Proposals must include the DFCM Termination or Debarment Certification and a Performance References Form covering up to five prime-contract projects completed within the past five years. The awarded consultant must meet Health Insurance Statement of Compliance requirements before construction contract issuance.

The construction budget is $3,100,000. The contract budget for programming and design services exceeds $150,000, and the fee is negotiated after selection. The project is tax-exempt and uses SB 102 dedicated funds. Place of performance is Orem, Utah, and the design team coordinates with Orem City on utility connections, impact fees, and parking. The source names no incumbent.

Proposals are scored on 300 points: Statement of Qualifications (100 points), Management Plan (140 points), and Past Performance References (60 points). Proposals are limited to 24 pages for Sections 1-5, with a minimum 12-point font and 0.5-inch margins.

Questions are due November 19, 2026 at 3:00 p.m., and addenda will post by November 23, 2026. The Selection Committee makes final selections December 4, 2026, and the selected consultant is announced December 7, 2026. Programming completes December 31, 2026, design completes March 30, 2027, and construction completes December 1, 2027.
