About this opportunity
The State of Colorado, through History Colorado and the Georgetown Loop Railroad, is soliciting sealed bids for Design/Bid/Build (D/B/B) construction services for the Devil's Gate Station Cistern project located in Clear Creek County. The project scope encompasses the design and construction of a new water storage facility at the Devil's Gate Visitor's Center to augment potable water supply from an existing well and meet water rights augmentation requirements on Clear Creek. Key deliverables include constructing a 423-square-foot storage building with split-faced concrete masonry unit veneer walls and standing seam metal roofing that matches the existing Visitor's Center architecture; installing two 2,000-gallon storage cisterns with associated mechanical equipment including a self-priming centrifugal pump, flow meters, and plumbing systems; installing two parallel 4-inch diameter C900 PVC pipes extending from the new structure to a new headwall near Clear Creek; performing tree removal and site restoration; implementing sediment and erosion control measures; and completing all electrical work including 120/240V, 100-amp single-phase service with LED lighting, heat trace systems, and baseboard heaters. Contractors must demonstrate expertise in building codes, electrical codes, environmental codes, building foundations, concrete forming, stamped and colored concrete, PVC piping, flow measurement meters, rock wall demolition, steel fencing, large tank installation, roofing, and erosion and sediment control. A mandatory site walk-through was held on November 14, 2018, at 10:00 AM; questions were due by 4:00 PM on November 26, 2018, with answers posted by 4:00 PM on November 28, 2018; and sealed bids were due by December 17, 2018, at 3:00 PM (as modified by notice). The contract requires substantial completion by May 1, 2019, with liquidated damages assessed at $56 per day for delays. Contractors must comply with the State of Colorado Design/Bid/Build Contractor's Agreement (State Form SC-6.21), provide a Performance Bond (Form SC-6.22), Labor and Material Payment Bond (Form SC-6.221), and maintain comprehensive insurance coverage including Commercial General Liability ($2,000,000), Workers' Compensation, Automobile Liability ($1,000,000), and Builder's Risk insurance equal to the contract sum.
There are no specific set-asides or disadvantaged enterprise restrictions identified for this procurement; however, all contractors must comply with Colorado's unauthorized immigrant employment restrictions under CRS 8-17.5-101 and CRS 24-76.5-101, with certification required that no illegal aliens will be employed. For projects exceeding $500,000, contractors must commit to employing Colorado labor for at least 80 percent of the work or provide written justification for non-compliance. The contract incorporates Colorado Procurement Rules cost principles, establishing overhead and profit limitations of ten percent overhead and five percent profit for work performed by the contractor's own forces, and five percent overhead with zero percent profit for work performed by others. Prevailing wage requirements do not apply to this project. No incumbent vendors or current contractors are identified in the solicitation documents. The contractor must integrate with existing site infrastructure at the Devil's Gate Visitor's Center and coordinate with the existing well system, parking areas, and facility drainage systems. Award will be made to the lowest responsible bidder considering Colorado's resident bidder preference provision, with contract award based on the base bid combined with deductible alternates subtracted in numerical order within available funds. No specific budget range or award value is disclosed in the bidding documents, and all contractors must submit a bid bond equal to five percent of the total bid price.
