About this file

This is a Pre-Bid Questions and Answers document from Applegate Group, Inc., the project engineer, for the Devil's Gate Station Cistern project (Solicitation #2019000094) in Clear Creek County, Colorado. The project involves construction of a water storage cistern system for water augmentation purposes at Devil's Gate Station. Key project parameters include a substantial completion deadline of May 1, 2019, with contract duration measured in calendar days at the contractor's discretion. Liquidated damages are assessed at $56 per day. The owner has already obtained the Flood Plain Development Permit and Driveway Permit from Clear Creek County, and no Army Corps of Engineers permit is required. The project includes installation of storage tanks with specific tie-down specifications (crossed ratchet straps with 15,000-pound minimum load rating connected to eye bolts and concrete anchors), construction of a new wire fence and gate matching existing site fencing, excavation and backfill work with Class 6 road base, pipe bedding requirements, electrical installation with owner-provided electrical drop and meter, and a custom wood door with specified hardware. The warranty period is one year after substantial completion, and prevailing wages do not apply to this project.

The document confirms that the contractor is responsible for soils and concrete testing, dewatering permits if required, tree removal and disposal, and provision of temporary restrooms for workers. The owner will provide survey control on site prior to construction. Excess excavation may be disposed of east of the existing parking lot at a location to be directed by the owner. No fire sprinkler system is required based on the structure's classification as Group U occupancy. The project includes specifications for a Class 2-A fire extinguisher and surface-mount cabinet. A bid bond is required with submission. All state building bid package documents, including the performance bond, labor and material bond, and general conditions, were provided as part of the addendum.
