About this opportunity
The City of Long Beach is requesting proposals for Designated Operator fuel site inspection, testing, and repair services under RFP FM-25-550, with proposals due April 8, 2025 at 11:00 a.m. and questions due March 18, 2025. A local business preference applies: five extra credit points for home-based residential businesses and ten extra credit points for non-residential commercial brick-and-mortar businesses operating in Long Beach.
The scope encompasses inspection, testing, maintenance, and emergency repair services across 12 underground storage tanks (UST) and 4 aboveground storage tanks (AST) at 16 municipal fuel sites operated by fire stations, police departments, water utilities, airport facilities, and marinas. The contractor must hold valid California UST System Operator Certification and maintain at minimum two certified Designated Operators throughout the contract term. Required services include monthly 30-day UST inspections, annual AST inspections, monitor certifications, spill bucket and line leak detector testing, product line testing, vapor recovery testing, secondary containment testing, employee training, site repair notification, fuel site repairs, and emergency alarm response with less-than-24-hour response capability. Cost proposals must itemize pricing for inspections, testing, routine maintenance, and emergency repair services, with separate hourly rates for general service requests, emergency response, and non-emergency response.
The contract term is two years with three optional one-year extensions, not to exceed five years total. Evaluation criteria weight organizational capacity and experience at 30 percent, method of approach at 40 percent, communications and reporting at 20 percent, and reasonableness of cost at 10 percent. The contractor must maintain commercial general liability of $1 million per occurrence and $2 million aggregate, workers' compensation, commercial automobile liability, professional liability, and excess liability insurance. Prevailing wage requirements apply under California Labor Code § 1720 et seq., and the contractor must comply with Department of Industrial Relations registration. Equal Benefits Ordinance compliance applies for contracts valued at $100,000 or more.
