Appendix C: Service Cost Schedule

This document is a pricing appendix for a state or local contract opportunity related to underground storage tank (UST) and aboveground storage tank (AST) monitoring, inspection, and maintenance services. The scope of work encompasses a comprehensive range of services including 30-day designated UST operator inspections, annual AST inspections, monitor certifications with spill bucket and line leak detector testing, product line testing, vapor recovery testing, secondary containment testing, training services, and emergency maintenance and repair services. The contract requires bidders to provide pricing for both event-based costs and hourly labor rates across multiple service categories and time periods.

The pricing structure requires bidders to submit costs for discrete events, such as individual inspections and tests, as well as hourly labor rates differentiated by service type, time of day, and day of week. Alarm response services are priced separately for non-business hours (4:30 pm to 7:30 am, weekends and holidays) versus regular business hours (7:30 am to 4:30 pm, Monday through Friday), with additional charges for travel. Maintenance and repair services similarly distinguish between emergency call-out charges during non-business hours and regular business hours, with separate pricing for same-business-day and next-business-day responses at straight time, overtime, and double-time rates. The appendix also includes provisions for materials pricing on a cost-plus percentage markup basis and establishes an hourly minimum for any dispatch related to repairs, service, or alarm response. All pricing fields are blank, indicating this is a template for bidders to complete with their proposed costs.
