About this opportunity
The County of Volusia is requesting qualifications from professional engineering firms to provide design services for the Orange Camp Road Widening Segment 1 project (RSQ 26-SQ-107SR), with proposals due July 23, 2026, and written questions due July 9, 2026. The consultant must be FDOT pre-qualified in Minor Highway Design and have at least one Florida-licensed Professional Engineer on the prime firm's staff — a mandatory capability filter.
The scope requires preparation of complete construction contract plans, specifications, and special provisions for a 4.9-mile roadway corridor from Woodland Boulevard (US 17/92) to Kirkaldry Court. The project comprises three distinct typical sections: a 4-lane divided urban section (Woodland Boulevard to Bentley Green Drive/Glen Eagles Drive) with two 11-foot travel lanes per direction, 5-foot bike lanes, a 22-foot raised median, and an 8-foot to 10-foot concrete shared-use path on the north side; a 2-lane divided urban section (Bentley Green Drive/Glen Eagles Drive to Kirkaldry Court) with one 11-foot travel lane per direction, 5-foot bike lanes, 22-foot raised median, shared-use path, and 5-foot concrete sidewalk on the south side; and a single-lane roundabout at Princeton Road/Wellington Woods Avenue with a 135-foot inscribed diameter and 18-foot circular lanes. Deliverables include survey, environmental and wetland services, geotechnical investigation, stormwater management design (utilizing existing wet and dry retention ponds), utility coordination with up to twelve utility agency owners, right-of-way mapping, public stakeholder coordination, traffic control and pavement markings, lighting design, and post-design services including bidder question response and shop drawing review.
The County anticipates awarding one firm a two-year basic contract term or upon project completion, whichever occurs later, with no renewal options. The estimated contract value is $1 million. Compensation will be determined through the Consultants' Competitive Negotiation Act (CCNA) process and is not to exceed a figure to be negotiated; fees cover labor, materials, supplies, travel, overhead, and profit, with reimbursable expenses limited to actual and verifiable costs such as transportation, permitting, and reproduction. Payment is made within 45 business days of the County Project Manager's acceptance of undisputed work. Contracts exceeding $150,000 require a truth-in-negotiation certificate.
The evaluation follows a two-phase process. Phase 1 assesses written qualifications on technical expertise and staff qualifications (25 points), project approach (35 points), similar project experience (35 points), and financial stability (5 points); Phase 1 results in a short list of three firms. Phase 2 consists of in-person presentations by short-listed firms (100 points evaluated), with 15 minutes for presentation, 10 minutes for Q&A, and 5 minutes for transition per firm. Professional liability insurance of $2 million per claim and $2 million aggregate is required, along with Commercial General Liability ($1 million per occurrence / $2 million aggregate), Workers' Compensation with Florida statutory limits, and Motor Vehicle Liability ($500,000 combined single limits). All insurance policies must be issued by Florida-licensed insurers with an A.M. Best rating of A- or higher and name Volusia County as an additional insured. Respondents must comply with E-Verify employment eligibility verification, Florida public records law, and ADA accessibility standards for web-based services. The Prime/Subcontractor Form must be completed and submitted with all proposed subcontractors identified by discipline; failure to submit results in a non-responsive bid designation.
Opportunity text
The County of Volusia is seeking the services of professional consultants to provide Professional Engineering Design Services to prepare a complete set of construction contract plans, specifications, and special provisions, if necessary, for the combination of a 4-lane divided urban, a single lane roundabout, and a 2-lane divided urban typical section with raised medians along Orange Camp Road from Woodland Boulevard (US 17/92) to Kirkaldry Court. The 4-lane urban typical section from Woodland Boulevard to Bentley Green Drive/Glen Eagles Drive will consist of two 11-foot travel lanes in each direction, a 5-foot bike lane in both directions, a 22-foot raised median, and an 8-foot to 10-foot wide concrete shared-use path on the north side (instead of the 5-foot sidewalk) where there is less right-of-way impacts and utility obstructions. The 2-lanes urban typical section from Bentley Green Drive/Glen Eagles Drive to Kirkaldry County will consist of one 11-foot travel lane in each direction, a 5-foot bike lane in both directions, a 22-foot raised median, an 8-foot to 10-foot wide concrete shared-use path on the north side, and a 5-foot concrete sidewalk on the south side. A single lane roundabout typical section is proposed at Princeton Road/Wellington Woods Avenue with an inscribed diameter of 135-foot with 18-foot circular lanes and an 8-foot to 10-foot shared used path. The new combined typical section matches the surrounding land use, will satisfy future traffic demands, provide bike lanes and continuous concrete sidewalks, address capacity issues, and reduce operational conflicts which in turn improve safety.
