About this file
This document is a Technical Specifications exhibit for Volusia County roadway construction projects in Florida, establishing standards that supplement the Florida Department of Transportation (FDOT) Standard Specifications for Road and Bridge Construction (Divisions II and III). The specifications were effective as of August 11, 2025, and are authored by County Engineer Tadd Kasbeer, P.E. (License No. 54678). The document outlines requirements for mobilization and demobilization activities, including movement of personnel and equipment to project sites, establishment of temporary facilities, procurement of all required permits (including National Pollutant Discharge Elimination System permits), and preparation of permit application packages. Additional specifications require contractors to provide pre-construction video documentation of existing conditions including adjacent structures, driveways, mailboxes, roadways, drainage structures, and all areas affected by the project scope. Project signage requirements are detailed, specifying that contractors must install, maintain, and relocate signs as directed by the County Engineer under the County's supervision, with signs remaining contractor property throughout project duration.
The specifications establish that mobilization costs encompass bonds, insurance, preconstruction expenses, and permitting fees, excluding construction materials. Pre-construction video must document the full extent of project areas and any maintenance of traffic operations. Project signs must be installed at County Engineer-designated locations within right-of-way, positioned for high visibility without obstructing pedestrian or vehicular traffic or creating roadside hazards. The contractor assumes responsibility for sign removal at each construction phase conclusion and project completion. These specifications apply to the Orange Camp Road Widening Segment 1 project from Woodland Boulevard (US 17/92) to Kirkaldry Court, which includes design and construction of a four-lane divided urban section, a single-lane roundabout, and a two-lane divided urban section with various lane widths, bike lanes, raised medians, shared-use paths, and sidewalks.
