About this opportunity
The City of McKinney, Texas is soliciting proposals for demolition and asbestos abatement services for two municipal facilities through a competitive Request for Proposal (RFP) process. This construction contract procurement involves the complete demolition and remediation of the former City Hall facility (approximately 22,500 square feet, constructed in the 1950s with major renovation in 1987) located at 222 N. Tennessee Street and the former Development Services facility (approximately 22,300 square feet, constructed in the 1960s with major renovation in 2002) located at 221 N. Tennessee Street. The scope of work includes asbestos-containing material (ACM) removal by licensed contractors, complete structural demolition, foundation removal to a minimum of four feet below basement floor level, backfilling and grading, site restoration with grass establishment, tree preservation for trees greater than six inches in diameter within 25 feet of structures, stormwater pollution prevention planning, utility disconnection and capping, and removal of universal waste items. Pre-demolition asbestos inspection reports indicate the presence of multiple regulated asbestos-containing materials (RACM) including drywall textures, joint compounds, thermal system insulation, acoustic ceiling materials, vinyl cove base, and roofing materials at both facilities; contractors must address these findings in accordance with National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations and Texas Department of State Health Services requirements. Pricing shall be submitted as a lump sum with detailed cost breakdown including all labor, materials, equipment, permits, and notifications. The evaluation criteria are weighted as follows: 20% firm and individual qualifications, 20% references, 20% capacity to perform work, and 40% pricing, with award made to the most responsible and responsive offeror based on best value. Critical dates include a virtual pre-submittal conference on January 27, 2026 at 3:00 PM, optional site visit on January 28, 2026 at 3:00 PM, interpretation deadline on January 29, 2026 at 2:00 PM, and proposal due date of February 5, 2026 at 2:00 PM; the City prefers project completion within 120 days from the award date with substantial completion required within 90 days of the Notice to Proceed.
The RFP contains no identified set-aside designations or restrictions limiting bidder eligibility based on disadvantaged enterprise status or organizational type; however, the selected contractor must be licensed as an Asbestos Abatement Contractor and employ TDSHS-licensed Asbestos Inspectors, and the City will contract separately with an Asbestos Abatement Monitoring firm for required monitoring services. Insurance requirements include Commercial General Liability coverage of $1,000,000 per occurrence/$2,000,000 aggregate (escalating to $2,000,000 per occurrence/$4,000,000 aggregate per the Construction Agreement example), Workers' Compensation insurance with Texas statutory limits, and Business Automobile Liability coverage of $1,000,000 combined single limit, with performance, payment, and maintenance bonds required in the amount of 100 percent of the total bid price and a two-year warranty on all work and materials. The contractor must commence work within ten calendar days of receiving a written Notice to Proceed and complete substantially all work within 90 days, with progress payments made based on the Owner's estimate of properly completed work subject to tiered retainage schedules (15 percent for contracts up to $25,000, 10 percent for $25,000 to $400,000, and 5 percent for contracts exceeding $400,000). No incumbent vendor or current contractor is identified in the documentation, and no funding source is specified; the City of McKinney is exempt from federal excise tax and state sales tax, so pricing must be submitted net exclusive of taxes. No specific award value or budget range is disclosed in the RFP or attachments, and the City reserves the right to reject any and all proposals and to negotiate with the highest-evaluated respondent or proceed with the second-highest-evaluated respondent if negotiations fail.
