About this opportunity

The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services, is requesting quotations for deck sealant systems and epoxy polymer concrete products, with quotations due July 15, 2026 at 4:00 p.m. Eastern Time. The solicitation is issued on behalf of the Department of Transportation and will establish a master agreement allowing all State departments and agencies to purchase listed goods on an as-needed basis.

The scope includes penetrating concrete sealers in 5-gallon pails, 55-gallon drums, and 260-gallon totes; single-layer and double-layer deck treatments with epoxy sealers; and epoxy polymer concrete overlay kits in multiple unit configurations. Estimated annual usage is 400 gallons of penetrating sealers, 400 gallons of single-layer treatments, 5,000 gallons of double-layer treatments, and 2,000 kits of epoxy polymer concrete. Bidders must submit manufacturer literature verifying specification compliance, warranty information, and a Bid Cover Page, Responsible Bidder Form, Municipality Participation Certification, and Master Agreement Vendor Contact Information.

All quoted prices must include FOB Destination shipping with freight charges to State facilities throughout Maine, and prices must remain firm for a minimum of one year from the contract start date. The State is exempt from federal, state, and local taxes and requests quotations without tax charges. The initial contract term runs from August 31, 2026 through August 30, 2027, with four optional renewal periods extending through August 30, 2031.

The State anticipates making one award to the lowest-priced qualified bidder meeting all specifications but reserves the right to make multiple awards or no award. Evaluation will be conducted on a best value basis considering specification compliance, delivery timelines, and overall State interests. The State reserves the right to request proof of compliance within forty-eight hours and may reject bids that fail to provide such documentation or do not conform to posted specifications. Quotations must be submitted through the State of Maine's Advantage Vendor Self Service (VSS) system.
