About this opportunity

New Hampshire Department of Administrative Services, Division of Procurement and Support Services is requesting bids for building materials and hardware supply and delivery to state agencies under RFB 3137-27, with bids due July 15, 2026 at 2:00 PM Eastern Time. The contract is non-exclusive and will establish multiple vendors to ensure statewide coverage.

Bidders must populate discount percentages across multiple product categories — cement and masonry, flooring materials, hand tools, hardware, heating and cooling, locks and keys, outdoor and garden supplies, paint, plumbing, power sources, rebar and rods, roofing materials, safety equipment, security items, and lumber and composite materials — and may bid on any subset of categories. The offer sheet allows bidders to propose discounts across General Discount, Regular List Price Balance of Product Line, Sale Priced Balance of Product Line, and Volume Purchased Product tiers with no minimum purchase requirement. Bidders may substitute alternate product SKUs and descriptions and must provide updated pricebooks, website links, or other acceptable pricing references at bid submission.

The contract will run through August 31, 2031 with an option to extend for up to two additional years under the same terms, conditions, and pricing. Political subdivisions, counties, cities, towns, school districts, and nonprofit organizations under Section 501(c) of the Internal Revenue Code are eligible to participate and receive negotiated prices.

Successful vendors must deliver within five business days of order placement and establish customer accounts within three business days of order receipt. Prices are F.O.B. Destination with all delivery, labor, transportation, and equipment included; no additional surcharges or fuel charges are permitted. Vendors must maintain general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate and submit quarterly and annual usage reports including sustainability certifications. Questions are due July 8, 2026, with state responses due July 10, 2026.
