About this opportunity

The Division of Capital Asset Management and Maintenance (DCAMM) is requesting proposals for architectural and engineering services for roof assembly, roof-mounted ductwork, and air handling unit replacement at the Shepard Building in Providence, Rhode Island, with proposals due September 30, 2026 at 11:00 a.m. EDT under RFP27006972. MWBE participation is evaluated as a scoring criterion worth up to 6 bonus points within a 106-point maximum evaluation structure.

The scope encompasses predesign through construction administration services for approximately 50,000 square feet of roof assembly (27,500 sq ft on the sixth floor with raised ductwork runs and mechanical penthouse; 21,500 sq ft on the fifth floor) and replacement of seven roof-mounted AHUs. Deliverables include comprehensive construction documents across architectural, structural, mechanical, electrical, plumbing, and environmental hazmat disciplines; coordination with state facility managers and the Historical Preservation and Heritage Commission; required testing and inspections; and bi-weekly owner-architect-contractor meetings during a one-year construction administration phase. The selected firm must assign a lead project manager with a minimum of 15 years' experience who cannot be substituted without prior written DCAMM consent. All deliverables, including Revit models, transfer to the State upon completion. AIA contract documents B101-2017 and A201-2017 apply.

The initial contract period commences November 9, 2026, for one year with potential renewals for two additional 12-month periods based on performance and fund availability. Final deliverables are due May 1, 2027. The lump-sum fixed-fee proposal is all-inclusive with no reimbursable expenses except a $10,000 allowance in the base bid. Five percent retainage applies to all expenses except reimbursables until project closeout. A 0.33 percent administrative fee is withheld from invoices.

Evaluation comprises 80 technical points (25 for staff qualifications, 25 for vendor capability and capacity, 30 for work plan and schedule), 20 cost points, and 6 MWBE bonus points. Technical proposals must achieve a minimum of 70 points to advance to cost evaluation. The lowest-cost proposal receives 100 percent of available cost points; other proposals are scored proportionally. A non-mandatory pre-bid conference is scheduled September 9, 2026, at 9:00 a.m. at 80 Washington Street, Providence. Questions are due September 16, 2026, at 3:00 p.m. EDT. Required insurance includes general liability ($1 million), workers' compensation ($100,000), automobile liability ($1 million), and professional liability/errors and omissions ($2 million). All proposals are irrevocable for 180 days following opening.
