About this file
This is Addendum 1 to RFP27006972, issued by the Rhode Island Division of Capital Asset Management and Maintenance (DCAMM), providing clarifications to the solicitation for architectural and engineering services for the Shepard Building Roof and AHU Equipment Replacement project in Providence, Rhode Island. The addendum, dated September 9, 2026, addresses seven key clarifications regarding project scope: the roof design must include all parapets, flashing, pitch pockets, edge metal coping, and terminations requiring full coordination with the Historical Preservation and Heritage Commission; two existing rooftop chillers are part of a separate state project and the awarded A&E must provide flashing and drainage details around existing dunnage; skylights must be replaced in-kind with new curbs adjusted for increased insulation thickness per current energy codes; new roof assemblies with associated details are required at all penthouse and stairwell locations along with full masonry repointing and modifications to rooftop metal stairs and ladders; replacement of existing exhaust fans is assumed for design purposes; modifications to windows and doors at the fifth-floor roof-to-wall transition on the south/southeast exterior wall must be coordinated with the State to address conditions affected by increased roof insulation thickness; and roof walkway pad locations must be coordinated with the owner prior to completion.
The addendum establishes design assumptions and coordination requirements that directly impact the scope of work for the approximately 50,000 square feet of roof assembly and seven roof-mounted AHU replacements outlined in the original RFP. By clarifying the design parameters, specification requirements, and coordination responsibilities—particularly regarding historic preservation compliance, energy code compliance, and site-specific conditions—the addendum ensures that proposing firms understand the full extent of services expected and can develop comprehensive, accurate proposals. A non-mandatory pre-bid walk-through sign-in sheet is attached, supporting the September 9, 2026, pre-bid conference scheduled at the project location, with proposals due September 30, 2026, at 11:00 a.m. EDT.

RFP27006972 A&E Services for Shepard Building Roof and AHU Equipment Replacement –
Addendum 01 Date: September 9, 2026
RE: Addendum 01 to RFP Posted September 09, 2026
Clarifications:
1. Roof design replacement shall include all parapets, flashing, pitch pockets, edge metal coping, terminations, misc. details, etc. for a fully warrantied roof system/assembly. A&E shall be required to coordinate and approve all ‘exposed conditions’ such as parapet(s), roof edge conditions, cornice, fascia, terminations, etc. with HPHC.
2. The two roof top chillers are part of another on-going State project scheduled to begin this fall and not the direct responsibility of this A|E. The awarded A|E for this project will need to provide roof flashing details, roof drainage design requirements, etc. around the existing dunnage to remain.
3. The design shall include replacing the skylights in-kind accounting for new curbs and curb height adjustments based on the latest energy codes assuming the roof insulation thickness will increase.
4. The design shall include new roof assemblies and associated roofing details at all penthouse and stairwell locations. The A|E shall also include full masonry repointing at these areas. Furthermore, the design shall include modifications to all existing roof top metal stairs/ladders. The State shall review these conditions with the awarded A|E and may elect to replace if recommended by the architect.
5. For the purposed of this design bid, the A|E shall assume replacement of the existing exhaust fans.
6. For the purposes of this RFP, assume replacement and/or modification to windows and door along the roof to wall transition at the South (southeast) exterior wall at the 5th floor roof. Awarded A|E shall work with the State to determine the best course of action regarding the existing windows, windowsill conditions, existing door and door sill height. This is assuming that the increased roof insulation thickness will affect the windows and door conditions.
7. A|E shall coordinate all roof walkway pad locations with owner prior to completion.
