About this file
This is a Vendor Change Details Report for an architectural and engineering services request issued by the Division of Capital Asset Management and Maintenance (DCAMM) in Rhode Island under RFP27006972. DCAMM is soliciting proposals for predesign through construction administration services for roof assembly replacement, roof-mounted ductwork replacement, and seven roof-mounted air handling unit replacements at the Shepard Building in Providence, Rhode Island. The project encompasses approximately 50,000 square feet of roof area across two floors—27,500 square feet on the sixth floor with raised ductwork runs and mechanical penthouse, and 21,500 square feet on the fifth floor. Deliverables include comprehensive construction documents across architectural, structural, mechanical, electrical, plumbing, and environmental hazmat disciplines, Revit models, and construction administration services including bi-weekly owner-architect-contractor meetings over a one-year construction phase. A non-mandatory pre-bid conference is scheduled for September 9, 2026, at 9:00 a.m. at 80 Washington Street, Providence, with questions due by September 16, 2026, at 3:00 p.m. EDT. Proposals are due September 30, 2026, at 11:00 a.m. EDT. The contract commences November 9, 2026, for one year with two potential 12-month renewal options based on performance and fund availability, with final deliverables due May 1, 2027. All proposals remain irrevocable for 180 days following opening.
The selected firm must submit a lump-sum fixed-fee proposal that is all-inclusive with no reimbursable expenses except a $10,000 allowance in the base bid, with five percent retainage applied to all expenses except reimbursables until project closeout and a 0.33 percent administrative fee withheld from invoices. Evaluation comprises 80 technical points allocated across staff qualifications (25 points), vendor capability and capacity (25 points), and work plan and schedule (30 points), plus 20 cost points and 6 MWBE bonus points for a maximum 106-point structure. Technical proposals must achieve a minimum of 70 points to advance to cost evaluation. The lowest-cost proposal receives 100 percent of available cost points with other proposals scored proportionally. MWBE participation is evaluated as a scoring criterion worth up to 6 bonus points. Required insurance includes general liability ($1 million), workers' compensation ($100,000), automobile liability ($1 million), and professional liability/errors and omissions ($2 million). The lead project manager must have a minimum of 15 years' experience and cannot be substituted without prior written DCAMM consent. AIA contract documents B101-2017 and A201-2017 apply, and all deliverables transfer to the State upon completion.
