About this opportunity
The Illinois Department of Business and Human Resources (DBHR) is soliciting Best E Keyway Cores for Alton Mental Health Center (AMHC) under a Small Purchase with Emergency Conditions procurement, with proposals due June 1, 2026.
This is an emergency procurement with compressed timeline. The scope is keyway cores — a specialized security component — for the AMHC facility.
Vendors must execute the State of Illinois Standard Terms and Conditions (V.23.2) and complete 34 comprehensive Standard Illinois Certifications covering legal entity status, absence of criminal convictions, non-delinquency on state debts, tax remittance compliance, environmental protection, drug-free workplace certification, equal employment opportunity adherence, international labor standards, cybersecurity directives, political contribution restrictions, and steel and IT accessibility standards where applicable. False certifications trigger contract voidance, suspension, debarment, denial of payment, civil fines, and potential criminal penalties under the Illinois False Claims Act.
Vendors must maintain general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, comply with prevailing wage requirements where applicable, and retain records for three years (or five years if federal funds are used). Payment follows the State Prompt Payment Act (30 ILCS 540), with invoices due no later than July 31 following the contract year. All subcontractors require prior written approval. The State retains sole ownership of all work products and intellectual property; vendors must indemnify the State against claims arising from breach, negligence, or intellectual property infringement. The contract is contingent upon appropriation of funds and may be terminated for convenience with thirty days' notice or for cause immediately. For contracts exceeding one year, annual certifications must be provided by January 1 of each fiscal year documenting any changes affecting eligibility status under Article 50 of the Illinois Procurement Code.
