About this opportunity

The Colorado Department of Public Health and Environment is requesting proposals for data validation services for the Colorado Health Systems Directory under RFP 2027000072, with written inquiries due October 28, 2026, and proposals due December 1, 2026.

The scope requires a comprehensive data validation system accessible via API that accepts data pushed from SQL databases and performs CASS-certified address standardization and corrections on street address, city, state, ZIP+4, county, census tract, block, rooftop-level geocoding (six and nine digits), and latitude/longitude coordinates. The system must also validate and append demographic data including sex, date of birth, email address, country of origin, and education level. The contractor must process ranging from hundreds to millions of records daily on an as-needed basis and maintain at least 99% server uptime.

Mandatory minimum requirements include demonstrating at least three similar projects completed within the past five years; operating in web-based or cloud-based environments; providing two professional references with current contact information; compliance with Colorado Office of Information Technology security standards, WCAG accessibility guidelines, HIPAA, and IRS Publication 1075; obtaining and maintaining appropriate insurance including professional liability ($1 million) and cyber liability ($5 million to $10 million depending on records volume); completing a System Security Plan with application security scanning, penetration testing, static analysis, and code review demonstrating 100 percent CIS Level-1 benchmark compliance; executing a Data Use Agreement; and accepting all State of Colorado contract terms without negotiation.

The estimated budget is approximately $100,000 annually, with a five-year total not expected to exceed $500,000 unless additional funding becomes available. The initial contract term runs July 1, 2027, through June 30, 2028, with options to extend for up to four additional one-year terms. Pricing is structured on a per-10,000-calls basis. Oral presentations and best and final offers are anticipated but dates are to be determined. Proposers must register with Colorado VSS to be eligible for award; registration is free. Proposals must be submitted electronically via BidNet Direct. The contact for inquiries is Darla Wear, Purchasing Agent, at darla.wear@state.co.us.
