About this file

This file is a Master Data Inventory Template designed for Colorado state agencies to catalog and manage their datasets across various systems and platforms. The template was compiled by the Colorado Office of Information Technology (OIT) data integration team, referencing data management efforts in Colorado, Maryland, California, Connecticut, and Utah. The inventory template establishes standardized fields and metadata requirements for state agencies to document their data assets, including identification of data owners, stewards, and custodians; dataset descriptions and system locations; data classification levels; and frequency of cross-agency data requests. The template includes dropdown menus for common data categories such as source system types (flat files, relational databases, non-relational data, GIS data, and paper records), hosting locations (Google Cloud, AWS, Azure, Salesforce, on-premise, and others), importance levels (critical, primary, secondary, minimal), and data classification designations (public, protected, sensitive, or unknown).

The inventory captures detailed information about data characteristics and compliance requirements, including whether datasets contain personally identifiable information (PII), payment card industry (PCI) data, FERPA data, homeland security information, contractually protected data, protected health information (PHI), criminal justice information services (CJIS) data, federal tax information (FTI), or other legislatively protected content. The template also documents data lineage and quality considerations, including whether data is transformed before use, whether it represents the authoritative source at agency or state levels, and whether normalization is required. The populated example entries reference multiple Colorado agencies and divisions, including the Colorado Department of Public Health and Environment (CDPHE), Colorado Department of Human Services (CDHS), Colorado Department of Transportation (CDOT), and the Office of Information Technology (OIT), with identified technical leads and data stewards responsible for managing specific datasets across the state infrastructure.
