About this opportunity

The State of Maine Department of Inland Fisheries and Wildlife is issuing a Request for Quotation (RFQ) for custodial services at the IFW Ashland Work Center facility located at 63 Station Hill Road, Ashland, Maine. This procurement involves comprehensive custodial services for approximately 6,112 square feet of office space and 2,112 square feet of bunkhouse space, with services required twice weekly between 8:00 a.m. and 4:00 p.m. on days to be negotiated with the Agreement Administrator. The scope of work includes daily sanitization of common touch areas using EPA-approved SARS-CoV-2 disinfectants, restroom cleaning, waste removal, floor care, and monthly or periodic tasks such as floor stripping and refinishing, with all labor, equipment, supplies, supervision, tools, and materials provided by the contractor except for cleaning materials and supplies which will be furnished by the Department. The contractor must provide commercial-grade equipment including vacuum cleaners with HEPA filters, self-contained carpet cleaning equipment with minimum 50 PSI capacity and 100 inches of water lift, and floor buffers, as well as maintain detailed work schedules, undergo bi-weekly inspections for the first two months and monthly thereafter, and comply with all performance standards outlined in the specifications. Required qualifications include valid Workers' Compensation and Employer's Liability insurance, Commercial General Liability of $300,000 per occurrence, Automobile Liability of $300,000 per occurrence, background check clearance, and compliance with all federal and state safety regulations including OSHA and GHS/SDS requirements. Quotations must be submitted through the State of Maine's Advantage Vendor Self Service e-procurement system by May 20, 2026, at 4:00 p.m. EST, with a pre-bid facility walk-through strongly encouraged on Thursday, May 14, 2026, at 10:00 a.m. The contract will commence July 1, 2026, and conclude June 30, 2027, with four optional one-year extension periods available through June 30, 2031, and bids will be evaluated on a best value basis considering both price and ability to perform required duties.

This procurement is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2, with only Work Centers on the approved list at bid closing eligible to submit proposals, constituting a set-aside designation that limits competition to this specific category of organizations. The incumbent contractor is Beverly Labelle, with an annual calculated amount of $13,046.00, which provides a reference point for the scope and budget of this contract. Pricing must be submitted on the RFQ 09A 260507-285 Bid Worksheet in Excel format, with bids structured to include a fixed monthly rate for required routine tasks and variable per-occurrence charges for supplemental services; bids submitting only hourly rates will be rejected. The contractor must also submit a project hourly labor rate for any custodial services requested by the State beyond the defined scope, with supplemental custodial services available on an as-needed basis to be billed at the submitted rate. Additional requirements include providing a Disaster Recovery Plan, maintaining Certificates of Insurance with the State named as additional insured, undergoing background checks (with the Department providing up to four background checks at no cost during the initial term), and maintaining sign-in sheets for all facility access, with subcontracting limited to no more than 15 percent of contracted work.
