About this opportunity
The Colorado Department of Corrections is soliciting bids for supply and installation of grease interceptors to replace the existing system at Fremont Correctional Facility's kitchen under IFB 2027000018 (Project EMP26-002), with sealed bids due October 1, 2026 at 10:00 a.m. and a mandatory pre-bid conference and site tour held September 14, 2026 at 11:00 a.m. at the facility in Canon City — attendance at the pre-bid meeting is required to bid. Addendum No. 1 was issued September 22, 2026 with revised drawings and answers to bidder questions; acknowledgment of addendum receipt is a mandatory condition of bid submission.
The scope involves removal of the existing grease interceptor serving the FCF kitchen and installation of a new system with specified tank elevations and configurations. Concrete replacement around new tanks is designated as an additive alternate (A.A.1) rather than base bid work; stairs on the south end require replacement in the new configuration shown on plans, while stairs on the west side require no replacement if removed. The contractor bears responsibility for pumping tanks prior to disposal and verifying elevations before removal and installation. Service interruption is limited to 24 hours standard, with facility consideration for contractor proposals using phased installation and pumping schemes to accommodate an additional 24 hours. Crane equipment may remain on-site overnight.
The estimated project cost is $300,000. Colorado labor must be employed for at least 80 percent of the work. Preference is given to Colorado resident bidders and for Colorado labor. A bid bond or proposal guaranty of not less than 5 percent of total bid is required. Upon award, the contractor must furnish performance and payment bonds not less than 50 percent of contract value, with costs included in the bid. Bidders must have operated under the same business name for at least two years, demonstrated contracting experience on at least two projects exceeding $300,000 in hard costs, and demonstrated bonding capability up to $300,000. No prior termination by the State for non-performance is permitted. Questions were due September 21, 2026 at 12:00 p.m. Award intent notification is anticipated October 5, 2026, with contracting scheduled October 7, 2026. Bids must be submitted electronically via BidNet Direct. Construction and completion dates are to be determined. All bidders must complete DOC Consent to Search authorization (AR Form 300-27C) and background clearance prior to facility access.
