About this opportunity
The University of Texas at Austin is requesting proposals for structural and electrical repairs at Central Chilling Station No. 3 (CS3), Contract 26CSP006, with proposals due July 16, 2026. A mandatory VetHUB subcontracting plan demonstrating good-faith effort to recruit and utilize Texas-certified service-disabled veteran businesses is required; responses lacking a completed plan are rejected as material failures to comply.
Respondents must divide contract work into reasonable lots and notify a minimum of two certified VetHUBs for each subcontracting opportunity in writing, allowing at least seven business days for response. The subcontracting plan becomes part of the awarded contract and may not be modified without prior written approval from UT Austin's Vendor Management Office. Prime contractors must submit a Prime Contractor Progress Assessment Report with each payment application, documenting all first, second, and third-tier subcontractor payments.
The scope encompasses structural and electrical system repairs to a continuously operational university facility. Evaluation criteria assess contractor qualifications (maximum 65 of 100 points), construction team qualifications, technical and management competence, past experience with the University of Texas System, OSHA safety program and record, project execution plan and scheduling, quality control and commissioning program, project close-out capability, and warranty and service support program. Respondents must demonstrate experience on similarly complex facilities maintaining continuous operation during construction, such as universities, hospitals, laboratories, or semiconductor facilities. Both the project superintendent and project manager must maintain current 30-hour OSHA certification. Key personnel must commit to the project for its duration unless an equally qualified substitute receives owner approval.
Respondents must provide resumes for all key personnel, subcontractor lists with performance history, customer references from at least three completed projects within the past five years, preliminary Critical Path Method schedules, quality control methodologies, and warranty service plans. The preproposal conference was held June 12, 2026; a second site visit is scheduled June 17, 2026 at 10:00 a.m. at CS3. Questions and addenda requests were due June 23, 2026 at noon. Detailed project drawings and the complete RFP are accessible through UT Box links. Contact UTVETHUB-hsp@austin.utexas.edu for Vendor Management Office inquiries.
