About this file

This is Addendum No. 1 to a Request for Proposal issued by The University of Texas at Austin, Planning, Design and Construction division, for structural and electrical repairs at Central Chilling Station No. 3 (CS3), Contract 26CSP006, Project CP2000534. The addendum was issued on June 30, 2026, and becomes an integral part of the original RFP documents dated June 3, 2026, taking precedence over conflicting specifications and drawings. The addendum addresses a clarification question received after the pre-proposal conference regarding micropile steel casing specifications. Proposals for this project were due July 16, 2026. The project involves repairs to a continuously operational university facility and requires contractor experience with complex facilities maintaining operations during construction. A mandatory pre-proposal conference was held June 12, 2026, with a second site visit scheduled for June 17, 2026 at 10:00 a.m. Questions and addenda requests were due June 23, 2026 at noon.

The addendum clarifies that the intended steel casing pipe for micropiles is an 8-inch nominal Schedule 80 steel pipe with an inner diameter of 7 5/8 inches and a wall thickness of 0.5 inches. A mandatory VetHUB subcontracting plan demonstrating good-faith effort to recruit and utilize Texas-certified service-disabled veteran businesses is required, with responses lacking a completed plan rejected as material failures to comply. Contractors must divide work into reasonable lots and notify a minimum of two certified VetHUBs for each subcontracting opportunity in writing, allowing at least seven business days for response. Key personnel, including the project superintendent and project manager, must maintain current 30-hour OSHA certification and commit to the project for its duration unless an equally qualified substitute receives owner approval. Evaluation criteria assess contractor qualifications (maximum 65 of 100 points), experience with similarly complex facilities, OSHA safety records, project execution plans, quality control programs, and warranty support. The subcontracting plan becomes part of the awarded contract and may not be modified without prior written approval from UT Austin's Vendor Management Office.
