About this file
This is a pre-proposal meeting presentation file for the University of Texas at Austin's structural and electrical repairs project at Central Chilling Station No. 3 (CS3), Contract 26CSP006. The project scope encompasses the demolition and installation of structural elements including equipment foundations, piles, flatwork, canopy and miscellaneous metals; civil surface and underground elements; and electrical raceway, cabling, grounding, equipment disconnection, protection, storage, testing, and reconnection. The mandatory pre-proposal conference was held on June 12, 2026, with a second site visit scheduled for June 17, 2026 at 10:00 a.m. Proposals are due July 16, 2026. The work must be performed while the University facility remains fully operational and occupied, requiring coordination with UT staff, engineering teams (Burns Engineering and Garza EMC), student and faculty personnel, emergency responders, and adjacent contractors. The key personnel identified include Logan Golla as Project Manager from the University's Physical Facilities Division, along with engineering specialists from Burns Engineering and Garza EMC representing electrical, structural, and civil disciplines.
The evaluation criteria allocate maximum 65 points for contractor qualifications, assessing construction team qualifications, technical and management competence, past experience with the University of Texas System, OSHA safety records, project execution planning, quality control and commissioning programs, project close-out capability, and warranty service support. Both the project superintendent and project manager must maintain current 30-hour OSHA certification. Contractors must demonstrate experience on similarly complex facilities maintaining continuous operations during construction, such as universities, hospitals, laboratories, or semiconductor facilities. A mandatory VetHUB subcontracting plan demonstrating good-faith effort to recruit Texas-certified service-disabled veteran businesses is required, with contractors obligated to divide work into reasonable lots and notify a minimum of two certified VetHUBs for each opportunity. Prime contractors must submit progress assessment reports with each payment application documenting all subcontractor payments across three tiers. Hazardous materials handling, including lead-based paint removal and special sampling requirements for concrete and soil, must be coordinated with UT Environmental Health and Safety. Testing and inspections for certain divisions will be contracted by the owner through third parties.
