About this opportunity
The Nevada Department of Transportation is seeking competitive bids for a one-year open term contract for corrosion-inhibited solid chemical de-icer to be delivered statewide, with quotes due August 14, 2026 under Invitation to Bid No. 80DOT-S3829. Nevada-based businesses qualify for a 5% preference if a majority of goods are produced in Nevada; veterans with service-connected disabilities owning local businesses qualify for an additional 5% preference on contracts valued between $50,000 and $500,000.
The specification covers two product categories: Category 4B (31% to 85% corrosion effectiveness) and Category 4C (31% to 57% corrosion effectiveness). All products must meet Clear Roads qualified standards and comply with strict limits on phosphorus, cyanide, arsenic, barium, cadmium, chromium, copper, lead, selenium, zinc, and mercury. Products must be treated with anti-caking agents and manufactured in contrasting pink-to-red or blue colors for visibility. Only new equipment is permitted; used, refurbished, demo, prototype, or gray market products are explicitly prohibited.
Delivery is FOB to NDOT Maintenance Districts statewide, with no additional shipping or delivery charges permitted. The contract runs from award through August 31, 2027. Estimated volume quantities are provided for bidding purposes only; actual volumes depend on operational need and budget availability. The successful bidder must provide EPA test reports for total phosphorous and total nitrogen from an independent Nevada-certified laboratory prior to invoice payment, though these analyses are for informational purposes only and do not affect product acceptance.
All pricing constitutes an irrevocable offer for the contract term and extensions. The State typically pays within 30 to 45 days upon receipt of invoice and agency approval. Award will be made to the lowest responsible bidder after evaluation of location, article qualities, total cost of ownership, conformity to specifications, intended purposes, and delivery dates. Quotes must be submitted through the Nevada ePro platform with unit costs, discount percentages, and freight charges entered without commas or special characters.
