About this opportunity
The Nevada Department of Administration's Purchasing Division is soliciting formal bids on behalf of the Nevada Department of Transportation for a 35-ton detachable gooseneck trailer, with bids due December 2, 2026. Two price preferences apply: a 5% price preference for Nevada-based businesses when a majority of goods are produced in Nevada, and a 5% deemed price reduction for local businesses owned and operated by veterans with service-connected disabilities on contracts estimated between $50,000 and $500,000. Quotes must be new equipment only, and used, refurbished, demo, prototype, or gray market equipment is prohibited.
The trailer must be a current-production model that has been manufactured and sold commercially for at least three years before bidding. It is intended for vocational use at road speeds up to 75 miles per hour and carries a 24-foot 10-inch deck with an adjustable 9-foot 8-inch gooseneck. Required systems include dual 25,000-pound air-ride axles, 17-inch air disc brakes, DOT-compliant LED lighting, aluminum ramps, a load securement system, removable outriggers, and an air-weigh scale system. Welding must meet American Welding Society standards. The trailer must be sandblasted, epoxy primed, and finished in white urethane with DOT conspicuity striping. An optional tire inflation system is priced by the bidder.
Post-award obligations include a pre-build meeting within two weeks of award and a factory pre-delivery inspection attended by two NDOT employees, with the vendor covering their transportation and meals. The vendor also performs a pre-delivery service with fluid fills and provides four hours of mechanical training and four hours of operator training at the Reno location for an estimated five to fifty employees. Documentation includes two each of parts catalogs, shop manuals, operator's manuals, training DVDs, and electrical schematics.
Award goes to the lowest responsible bidder, with the State retaining discretion over location of the using agency, quality, total cost of ownership, conformity to specifications, stated purposes, and delivery dates. Pricing is FOB Destination with freight prepaid, exclusive of taxes, and the State pays within 30 to 45 days of invoice and agency approval. Contracts run up to two years, with annual extensions if conditions are specified in the solicitation and deemed in the State's best interest. Automobile liability insurance of $1,000,000 combined single limit applies only if the vendor delivers the trailer directly.
Vendors must submit quotes through NevadaEPro as a Seller, and all deadlines are in Pacific Standard Time with no late submissions accepted. Questions go through the platform's Bid Q&A function.
