About this file
This is a Chemical De-Icer Specifications document issued by the Nevada State Purchasing Division for the Nevada Department of Transportation (NDOT). The solicitation (Invitation to Bid No. 80DOT-S3829) seeks competitive bids for a one-year multiple award contract for Corrosion Inhibited Solid Chemical De-Icer in categories 4B and 4C to be delivered statewide to NDOT Maintenance Districts. The products are to be delivered F.O.B. to the Nevada Department of Transportation at locations specified by the state, with material placement and stacking provided by NDOT unless otherwise specified. The contract begins from the award date and runs through August 31, 2027. Estimated volume quantities are provided for bidding purposes only, with actual quantities dependent on operational need and budget availability.
Pricing shall be bid on an F.O.B. destination basis with no additional shipping or delivery charges permitted. The specifications require products to meet Clear Roads (CR) qualified standards with specific limits on corrosion rate, phosphorus, cyanide, arsenic, and various heavy metals including barium, cadmium, chromium, copper, lead, selenium, zinc, and mercury. Products must be treated with anti-caking agents, manufactured in contrasting pink-to-red or blue colors for visibility, and meet precise gradation requirements for either Category 4B (31% to 85% corrosion effectiveness) or Category 4C (31% to 57% corrosion effectiveness). The successful bidder must provide EPA Test Reports for total phosphorous and total nitrogen from an independent Nevada Certified laboratory prior to payment of invoices, though these analyses are for informational purposes only and do not affect product acceptance. Acceptable haul trucks include end dump, live bottom rear dump, transfer trucks, belly dumps, and side dump vehicles as specified by NDOT at the time of order.

In addition to meeting all requirements in Table 1, the product must meet additional requirements. (Answer any applicable questions on the questions tab in NevadaePRO)
The product must be treated with an anti-caking agent to keep stockpiles free flowing. (CR, test method 14) Product bid shall be a contrasting color (Pink to Red or Blue) that will be clearly visible on applied features, to enhance visibility on snow and ice.
The material must be clean and free from extraneous matter. The material must be homogenous or manufactured in such a manner to assure that the corrosion inhibitor, anti-caking agent and the chemical product does not segregate. (CR, test method 14) Contain a maximum of 5 percent total moisture. (CR, test method 12) Contain a maximum of 10 percent insoluble material. (CR, test method 22) Corrosion control inhibitor and concentration. (CR, test method 3)
