About this opportunity
The State of Tennessee, Central Procurement Office, is requesting bids on winter road maintenance materials under Invitation to Bid 32110-13957 (Statewide Contract 504), with proposals due September 14, 2026 at 2:00 PM CDT. No set-aside or preference program applies.
The scope includes High Performance Cold Patch materials (bulk and containerized, delivered and picked up), High Performance Year-Round Permanent Pavement Repair materials (bulk and containerized), de-icer products (Liquid Calcium Chloride 32% concentration; Corrosion-inhibited Calcium Chloride with 29–32% concentration; Magnesium Chloride; non-corrosive formulations), and Aquaphalt Repair Materials in 6.0MM and 9.0MM sizes across four TDOT regions (East Tennessee, Middle Tennessee East, Middle Tennessee West, and West Tennessee). Minimum order thresholds range from 50 tons for bulk cold patch to single pallets for containerized products. All products must be listed on TDOT's Qualified Products List. High-performance pavement repair materials carry permanent guarantees requiring replacement at no charge if patches ravel, release, or fail. Bulk de-icer deliveries require a minimum of 1,800 gallons. All deliveries must be completed within fourteen calendar days of purchase order receipt and occur Monday through Friday, 8:00 AM to 4:00 PM. Contractors must maintain appropriate insurance, register with Tennessee Department of Revenue, comply with prevailing wage requirements, provide quarterly purchase reports, and submit monthly diversity business and subcontractor usage reports.
The estimated annual liability for purchases is $10.5 million; historical spending from October 2021 through March 2026 was $4.13 million. The State guarantees no minimum purchases. The contract becomes effective October 27, 2026, for thirty-six months with options to renew for up to two additional twelve-month periods and potential extension up to one hundred eighty days, not to exceed sixty months total. Prices must remain firm for three hundred sixty-five days from award; increases exceeding 7 percent require contract amendment. The State may award a single contract to the lowest-cost responsive bidder or award separately by line item or grouped lines per region. Submissions occur through the EDISON Supplier Portal at https://hub.edison.tn.gov/psc/fsprd/SUPPLIER/ERP. Questions were due September 2, 2026; pre-response conference was scheduled for June 12, 2026 (now past).
