About this opportunity
The Tennessee Department of General Services, Central Procurement Office is soliciting responses for Statewide Contract 504 — Winter Road Maintenance Materials covering four geographic regions (East Tennessee, Middle Tennessee East, Middle Tennessee West, and West Tennessee) plus extended service areas in Catoosa County, Georgia and Christian County, Kentucky, with questions due June 18, 2026. The solicitation is currently in RFI phase (June 1–18, 2026); respondents must not submit bids through the Edison system during this period. A virtual pre-response conference is scheduled for June 12, 2026 at 10:00 a.m. CST.
The scope includes liquid calcium chloride de-icer (standard 32% and non-corrosive formulations), magnesium chloride de-icer, calcium magnesium acetate de-icer, high-performance cold patch asphalt, high-performance year-round permanent pavement repair material, and aquaphalt repair material in 6.0MM and 9.0MM grades. Products must comply with TDOT Qualified Products List (QPL 13.001) requirements and manufacturer certifications. All chemical products require Safety Data Sheets; asphalt products must be offered with both delivery and pickup options. Minimum delivery quantities vary by product category (1,800 gallons for liquid de-icers, 50–250 tons for bulk cold patch, six bags for non-corrosive de-icer). Liquid de-icers require Monday–Friday delivery between 8:00 a.m. and 4:00 p.m.; cold patch delivery must occur within fourteen days of purchase order receipt. High-performance pavement repair material carries a permanent-adhesion guarantee with contractor replacement at no charge if material fails.
Historical spending from October 2021 through March 2026 totals $4,127,638.41; the State estimates total contract liability at $7,000,000 with no guaranteed minimum purchase volume. The contract becomes effective October 27, 2026 for an initial thirty-six-month term with options for two twelve-month renewals (up to sixty months total) plus potential 180-day extension at the State's sole discretion. Prices must remain firm for 365 days post-award; increases exceeding 7% require formal amendment. Respondents must register in the Tennessee Supplier Portal, hold Tennessee sales tax registration, and comply with applicable contractor licensing statutes. The State reserves the right to award by individual line items or grouped lines per region and may conduct negotiations including target pricing. Quarterly reporting of purchases by line item and purchasing entity is required.
