About this opportunity

The County of San Mateo's Human Services Agency (HSA) is conducting a Request for Proposals (RFP) for Core Service Agencies to provide emergency and safety net services across eight designated service areas within San Mateo County. The procurement seeks qualified agencies to deliver comprehensive services including emergency food provision, housing information and support, homelessness prevention referrals, and Coordinated Entry System access for county residents. Proposing agencies must demonstrate at least three years of experience providing safety net services in San Mateo County and be legally authorized to conduct business in California. The RFP requires agencies to perform client assessments, provide financial assistance, conduct community outreach, and participate in county initiatives. Evaluation criteria will assess agency qualifications, program components, service approach, quality assurance, financial capacity, and customer service, with a total possible score of 100 points. Key dates include a proposal submission deadline of February 24, 2025 at 11:59 pm, with questions and comments due by February 18, 2025. The anticipated contract term is three years, beginning July 1, 2025, with potential for extension.

Proposing organizations must be registered in the System and Award Management (SAM) database and cannot be on federal debarment lists. While no specific set-aside designations are explicitly mentioned, the RFP appears open to various nonprofit and service-providing organizations capable of meeting the outlined qualifications. The estimated annual funding for service areas ranges from $199,425 for East Palo Alto and Menlo Park to $1,125,762 for Belmont, Burlingame, Foster City, and other cities, with funding sourced primarily from County general funds. Agencies can apply for one or multiple service areas, and those scoring above 75% on evaluation criteria may be eligible for future awards. The contract includes provisions for potential additional/future awards contingent on available funding, with a maximum indirect cost rate of 15%. Proposers will need to demonstrate integration capabilities with the county's Clarity Human Services System and comply with comprehensive data sharing and confidentiality requirements.
