About this opportunity
The Coquille Indian Tribe is seeking a Design-Build contractor for a comprehensive Learning Center Remodel project located in Coos Bay, Oregon. The procurement is a Request for Proposals (RFP) focused on renovating approximately 11,400 square feet of an existing learning center, with objectives to expand from one to three classrooms, create flex spaces, add separate teacher offices, and improve overall facility functionality. The project will be executed in two distinct phases: Phase 1 (Design Services) running from March 3, 2025, to May 30, 2025, and Phase 2 (Construction Services) tentatively scheduled from mid-September 2025 to mid-May 2026. Proposals are due by February 18, 2025, at 2:00 PM PST, with a mandatory pre-proposal meeting held on January 28, 2025. The Design-Builder must provide 30%, 60%, and 90% design development documents, transitioning to a full 100% construction document set, and will be required to submit performance and payment bonds covering 100% of both preconstruction and construction elements. The contract will utilize the Design-Build Institute of America (DBIA) standard Design-Build contract format with a Guaranteed Maximum Price (GMP) structure.
The procurement has specific preferences and considerations for vendor selection, with a strong emphasis on prioritizing Indian Owned Businesses (IOB) and creating employment and contracting opportunities for Tribal members and businesses. The project is initially funded through a $75,000 planning grant from the Business Oregon Child Care Infrastructure Fund (CCIF), with potential additional funding up to $2 million contingent upon successful completion of the design phase and subsequent phase 2 grant application. The current facility serves 25 students on average, with capacity to accommodate up to 60 students during summer programs, and includes community-use gym spaces. While no incumbent vendors are specifically mentioned, the project requires integration with existing building infrastructure, including a slab-on-grade foundation and archived drawings that will require verification. A 3D scan with CAD and Revit drawings is being contracted to document existing conditions, and the programming is expected to be 80% complete by contract issuance. The design-build delivery method was selected specifically to align with funding structure and timeline constraints, ensuring a streamlined approach to facility improvement.
