About this opportunity

The New York State Department of Labor is requesting bids for Copado DevOps Platform and associated tools for its Salesforce Customer Relationship Management operations, with proposals due August 26, 2026 at 2:00 PM EST and questions due August 12, 2026 at 2:00 PM EST under IFB #Z-136. Bidders must be either the manufacturer of Copado DevOps Platform or an authorized reseller — a mandatory eligibility requirement. MWBE participation goals of 15% minority-owned and 15% women-owned business enterprises, plus a 6% Service-Disabled Veteran-Owned Business (SDVOB) participation goal, apply; bidders must submit utilization plans demonstrating good faith efforts to meet these targets.

The scope covers Copado's version control, deployment automation, and configuration management capabilities integrated into a specialized government cloud environment to manage Salesforce development, staging, and production instances. The solution must automate the deployment pipeline, track and test configuration changes, maintain audit trails, and ensure consistent org management across environments. All costs must be fixed and all-inclusive for the entire two-year contract term (November 1, 2026 through October 31, 2028), covering software licenses, insurance, and all incidental expenses.

Award will be made to the responsive and responsible bidder with the lowest total cost—a "Total Best Value" methodology. The anticipated contract start date is November 1, 2026, with award notification expected August 27, 2026. Proposals must be submitted in three sealed parts: Technical Proposal (including Bidder Certified Statements), Cost Proposal (Attachment 4), and Administrative Proposal (federal and state certifications, vendor responsibility forms, and compliance documentation). Hard-copy submissions only are acceptable; email submissions will not be received. No pre-bid conference or site visit is scheduled. New York State reserves the right to negotiate with the selected bidder, withdraw the IFB, and select other than the lowest bidder if negotiations are unsuccessful within 45 days.
