About this file
This is a Questions and Answers document for IFB Z-136 issued by the New York State Department of Labor (NYSDOL) regarding procurement of the Copado DevOps Platform and associated tools for Salesforce Customer Relationship Management operations. The IFB seeks bids from responsive and responsible vendors who are either the manufacturer or an authorized reseller of Copado DevOps Platform. The solution will provide version control, deployment automation, and configuration management capabilities within a specialized government cloud environment to manage Salesforce development, staging, and production instances. Questions were due August 12, 2026 at 2:00 PM EST, with proposals due August 26, 2026 at 2:00 PM EST. Award notification is expected August 27, 2026, with a contract start date of November 1, 2026 and term extending through October 31, 2028 (two years). No pre-bid conference or site visit is scheduled. Hard-copy submissions only are acceptable.
All costs must be fixed and all-inclusive for the entire two-year contract term, covering software licenses, insurance, and all incidental expenses, with payment structured on an annual basis rather than upfront. Award will be made to the responsive and responsible bidder with the lowest total cost under a "Total Best Value" methodology. MWBE participation goals apply at 15% minority-owned business enterprises and 15% women-owned business enterprises, with an additional 6% Service-Disabled Veteran-Owned Business participation goal; bidders must submit utilization plans demonstrating good faith efforts to meet these targets. Previous awardees include Copado Inc., MarsBear DBA Digital Net Solution, and SIRC SOFTWARE INFORMATION RESOURCE CORP. New York State reserves the right to negotiate with the selected bidder, withdraw the IFB, and select other than the lowest bidder if negotiations are unsuccessful within 45 days.
