About this opportunity
The Kenton County Airport Board is requesting proposals for conveyance equipment—eight escalators, five hydraulic passenger elevators, two traction passenger elevators, and four moving walkways—for Cincinnati/Northern Kentucky International Airport (CVG) under ITB #26-047, with proposals due October 15, 2026 at 2:00 p.m. Eastern Time and a mandatory pre-proposal meeting and site visit on September 28, 2026 at 1:00 p.m. at Elevate CVG PMO Offices in Hebron, Kentucky. The contract is funded by federal Airport Improvement Program (AIP) grant funds; base bid pricing is firm fixed and includes all transportation charges FOB CVG. A 120-day bid validity period from closing is required.
Bidders must comply with 49 CFR Part 26 regarding Disadvantaged Business Enterprise (DBE) participation and Buy American Preference requirements under 49 USC 50101. Qualified manufacturers are limited to approved lists: escalators (KONE TransitMaster 220, Otis 515 NPE, Schindler 9300AE, TK Elevator Tugela); hydraulic and traction elevators (KONE U.S., Otis Elevator Company, Schindler Elevator Corporation, TK Elevator, or approved equals); moving walks (KONE U.S., Otis, Schindler, TK Elevator). Contractors must hold a valid Commonwealth of Kentucky license, demonstrate completion of at least three comparable modernization projects within ten years, maintain an office within fifty miles of CVG, and directly employ at least three licensed service mechanics within that radius.
Base bid scope includes equipment fabrication, control systems, factory testing, shipping, manufacturer warranties, shop drawings, operations and maintenance manuals, and manufacturer startup support. The contract includes twelve months of warranty maintenance service with emergency response within thirty minutes during business hours and one hour after hours, plus optional pricing for five years of post-warranty maintenance. KCAB reserves the right to award the base bid alone or in combination with two optional alternates: Alternate 1 (installation services, requiring 100% Performance and Payment bond) and Alternate 2 (equipment storage up to 24 months, funded with local funds). Bids are evaluated on lowest responsive and responsible price for the base bid alone, excluding alternate pricing. Questions are due October 1, 2026 at 11:59 p.m., with answers posted by October 8 at 11:59 p.m. Anticipated board approval is November 23, 2026, with contract implementation November 24, 2026; contract term is one year.
