About this file

This is a Scope of Work specification document for the modernization of traction passenger elevators at CVG Cincinnati Airport, prepared by the Kenton County Airport Board (KCAB) in conjunction with design consultant Syska Hennessy Group. The project involves the complete replacement of operational and control systems for two Montgomery Elevator Company geared traction passenger elevators (Elevator E-5A serving five floors and Elevator E-6A serving six floors). Work includes installation of new microprocessor-based control systems, VVVF motor drives, gearless hoist machines, governors, door operators, car shells with interior finishes, communication systems, and emergency lighting. The elevators must maintain a 350 FPM speed, 4,000-pound capacity, and achieve a 12-second floor-to-floor performance time with 1/4-inch leveling accuracy. A pre-proposal meeting and site visit is scheduled for Monday, September 28, 2026 at 1:00 pm at the Elevate CVG PMO Offices in Hebron, Kentucky. Questions must be submitted by 11:59 pm on October 1, 2026, with answers posted by October 8, 2026. Proposals are due by Thursday, October 15, 2026 at 2:00 pm.

The specification requires qualified bidders from an approved manufacturers list including KONE U.S., Otis Elevator Company, Schindler Elevator Corporation, TK Elevator, or approved equals. The Elevator Contractor must hold a valid Commonwealth of Kentucky license, have completed at least three comparable modernization projects within the last ten years, maintain an office within fifty miles of the project site, and directly employ at least three licensed service mechanics within that radius. The contract includes twelve months of warranty maintenance service with emergency response within thirty minutes during business hours and one hour after hours, as well as optional pricing for five years of post-warranty maintenance. The contractor must provide interim maintenance service from contract award until modernization begins, and performance standards include noise limits not exceeding 55 decibels in the control room, 60 decibels inside the cab, and 65 decibels in the lobby. All costs for equipment delivery, hoisting, site storage, permits, and inspection fees are the contractor's responsibility, with final acceptance contingent upon successful state inspection and demonstration of compliance with all performance and code requirements.
