About this opportunity
The State of South Dakota, specifically the Department of Agriculture and Natural Resources' Office of Water, is seeking a vendor to convert water rights and water use databases from Microsoft FoxPro to an ESRI GIS-centric database solution for Harding County. The procurement, identified as RFP #25RFP14102, is a two-year contract with potential for ongoing professional services to transform approximately 16,000 water rights records and 4,000 irrigation water use records. Key deliverables include a comprehensive database solution that supports annual water use reporting, retains historical data, generates mailings, accesses PDF documents, and creates reports. The successful vendor must propose a hosting solution that can be implemented locally by the State, in the contractor's cloud, or through a hybrid approach. Proposals are due by 5:00 PM Central Time on May 9, 2025, with vendor inquiries accepted via email to Ron Duvall at ron.duvall@state.sd.us until a specified deadline. The project requires the new database to support single sign-on integration, role-based security, robust search capabilities, and direct integration with ArcGIS Pro.
There are no specific set-aside designations or restrictions on respondent organizations mentioned in the procurement documents. The current infrastructure involves Microsoft FoxPro free tables with database files ranging from 3.2 MB to 46 MB in size. While no incumbent vendor is explicitly identified, the RFP indicates that the converted data will remain the property of the State of South Dakota, with the potential for an ongoing service agreement dependent on the proposed solution and hosting approach. The RFP does not specify a precise budget range or award value, suggesting that pricing will be evaluated as part of the comprehensive proposal. The project's complexity involves managing intricate data relationships, including water rights reservations, usage tracking, and seven-year review processes, which will likely influence the evaluation criteria and vendor selection. Prospective vendors should demonstrate expertise in database conversion, GIS technologies, and water resource management systems.
Opportunity text
The purpose is to convert water rights and water use data currently in Microsoft FoxPro (all free tables, not wrapped in a database container) to an ESRI, GIS-centric database solution with an annual water use reporting requirement, including retention of historical water reporting use. The successful vendor will propose solutions where the converted data and ongoing data collection will be hosted locally by the State of South Dakota, by the contractor in the cloud, or by a combination of both. The ability for the State to generate mailings, access PDF documents associated with the data, and create reports is a necessity, whether by custom-built tools or "off the shelf" tools. The data, wherever hosted, will remain the property of the State of South Dakota.
A two-year contract will be issued to complete the data conversion with potentially an ongoing commitment to receiving professional services from the contractor depending on the proposal and where the solution is hosted.
