About this file

The document is a Response to Offeror Questions for RFP #25RFP14102, issued by the South Dakota Department of Agriculture and Natural Resources' Office of Water, seeking to convert water rights and water use databases from Microsoft FoxPro to an ESRI GIS-centric database solution. The project involves migrating approximately 85 MB of current water rights tables and 234 MB of historical water use reporting tables, with five water rights tables containing 16,357 records and annual water use reporting tables ranging from 3,100 to 4,000 records per year. Vendor inquiries were due by April 14, 2025, with proposals expected by May 9, 2025, for a two-year contract that may lead to ongoing professional services.

The project is funded through the Water Rights Fee Fund, with a current budget of $415,000. The state seeks a vendor-hosted or state-hosted solution that supports ArcGIS Server version 11.3 and ArcPro 3.3, using Visual FoxPro version 9.0 SP2 as the source system. The database must provide a public-facing, non-editable interface with downloadable data, support single sign-on integration, role-based security, and direct integration with ArcGIS Pro. The state has multiple hosting options, including ArcGIS Enterprise, on-premise DANR server, and Azure Cloud service at no additional cost. The project requires a user-friendly data entry method and the ability to generate standard and ad-hoc reports, with the final converted data remaining the property of the State of South Dakota.

Responses to Questions concerning RFP # 25RFP14102 Convert Water Rights and Water Use Databases from FoxPro to GIS-Centric Database As of April 2, 2025 Was there a budget for this project?

Currently, about $415,000.00 Is there a specific funding source for this project?

Water Rights Fee Fund Were there specific companies that you had sent this directly to?

ESRI and Kisters Is there an incumbent provider working with you and will there be any preference given to the provider in house ?

This RFP is specifically seeking a vendor outside of state government IT.

What is the number of tables, size of the data in terms of number of records, GB in storage etc for the tables to be migrated ?

This information (in part) is contained in the 3.0 Scope of Work section of the RFP. The water rights tables and current year of water use reporting are approximately 85 MB. Historical water use reporting tables (1994 to present) is a combined total of 234 MB. There are also small lookup tables constituting only a few KB. The five water rights tables each have 16,357 records. For each year of water use reporting dating from 1994 to present, the table for each year contains from 3,100 records to just over 4,000 records.

What is the version of the software (both source say FoxPro version, and the target ESRI version) ?

Visual Foxpro ver 9.0 SP2. Currently, the State is using ArcGIS Server version 11.3 and ArcPro 3.3.

We have successfully executed many projects in other states remotely, remote Access to State/City VPN, time to time office visit to have face to face meeting with the client. Please clarify if the previously mentioned model can work for the execution of project or you would need the vendor to be local ?

The RFP is seeking proposals comparing state-hosted and vendor-hosted solutions. For either solution, there is no expectation the vendor will be local.

How should the final Tables be delivered ?

I assume you mean the Tables in your solution. The “how” presumably depends on a state-hosted or vendor hosted solution and, if state-hosted, that will probably involve our Bureau of Information and Telecommunications (BIT) in the “how.”

We understand that the Offeror Inquiries are due on 4/14/2025. Could you kindly provide the specific cut-off hours to submit our questions?

Since no time was specified, any time (Central Time) prior to April 15 will do.

After the legacy data is converted to a GIS-centric database, does the State want to restrict access or make this data available for public access via download or an interactive web map?

The data is public information, and a non-editable, public-facing interface (such as a web map) is needed as described in the section 3.4 of the RFP. The ability to download data needs to be part of public-facing application.

Does the State currently have cloud server space available for this solution or would this need to be covered by the proposal?

Depending on the solution, we have ArcGIS Enterprise with both Portal and Online and also have the option of putting the data within our DANR server which is on-prim, or if desired, data can be stored in SDBIT’s Azure Cloud service at no additional costs.

Does the State intend to use ArcMap or ArcGIS Pro to maintain the data after conversion or are you looking for a less complex data entry method?

ArcMap is not an option as it is not supported by ESRI. As noted in section 3.4 of the RFP, a user interface is sought for data entry which constitutes “a less complex data entry method,” but still direct access within ArcGIS Pro is also needed also.

What is the current size of the FoxPro tables collectively?

The water rights tables and current year of water use reporting are approximately 85 MB. Historical water use reporting tables (1994 to present) is a combined total of 234 MB. There are also small lookup tables constituting only a few KB.

Are the staff responsible for generating mailing and creating reports familiar with ArcGIS or would they require an application external to ArcGIS to fulfill these tasks?

Staff understand ArcMap and are in the process of transitioning to ArcGIS Pro but have limited experience at this point. As described in section 3.4 of the RFP, there are standard reports/PDFs that need to be generated. Also noted, there will be a need for ad hoc reports. Perhaps ad hoc reports can be done directly within the ArcGIS Pro depending on the report but, with limited experience as to reporting capabilities in ArcGIS Pro, the ability to download data in a format such as XLSX is needed.
