About this opportunity
The New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is requesting bids for liquid magnesium chloride solution (standard and brine-enhancer formulations) with bids due September 4, 2026 at 11:00 a.m. Eastern Time, questions due August 26.
Both product categories must be listed on the Clear Roads Qualified Products List — the key eligibility filter. Estimated annual usage is 45,000 gallons per product category. Bidders must submit detailed product specification sheets, Material Safety Data Sheets, and freezing-point tables with dilution rates.
All pricing must include delivery and associated costs on an F.O.B. Destination basis to designated state receiving docks, with no additional surcharges or fuel charges permitted. Vendors must quote unit costs per gallon and extended costs for each product category based on 45,000-gallon annual usage. Bid prices must remain valid for 180 days from closing. The state reserves the right to award to the lowest-cost bidder meeting specifications and may make awards by item, part, or portion thereof or reject any or all bids.
The contract commences upon Governor and Executive Council approval and extends through September 30, 2031, with an option to extend for up to two additional years under the same terms and pricing. Annual price adjustments are permitted but capped at 3% increases (with 30 days' notice); price decreases become effective immediately.
Successful vendors must maintain adequate inventory to support five-business-day delivery and provide bulk deliveries of 1,000 gallons or more via tank trucks equipped with pumping and metering equipment. Within three business days of award, vendors must establish individual customer accounts, designate a dedicated account representative and backup, and offer an electronic ordering system with inventory management and dashboard reporting. Vendors must provide quarterly and annual usage reports.
Eligible participants include political subdivisions, counties, cities, towns, school districts, and nonprofits operating under Section 501(c) of the Internal Revenue Code, which may participate at their discretion. Bid submissions must be made electronically to NH.Purchasing@DAS.NH.Gov.
