About this opportunity

The City of Orlando is issuing Request for Qualification Statements (RQS26-0381) to procure continuing landscape architecture and planning design services from qualified consultants registered with the State of Florida under Section 481.319 of the Florida Statutes. The scope of services is comprehensive and includes conceptual design, park planning, landscape and hardscape design, sign and lighting design, streetscape programs, land management, shoreline design, micro-site planning, xeriscape and irrigation design, civil and electrical/plumbing design, construction detailing, construction bidding assistance and observation, as well as land planning services encompassing master planning, site planning, feasibility analysis, and urban design. Respondents will be evaluated through a two-phase process by an advisory committee, with initial short-listing based on experience, qualifications, past performance, personnel capability, office location proximity, volume of prior work, and VBE participation, followed by final ranking after interviews that incorporate evaluation of demonstrated understanding of scope and project approach. The contract term will be three years from execution with options to extend for two additional one-year terms, not to exceed five years total, upon mutual agreement. Key deadlines include a non-mandatory pre-conference meeting on May 20, 2026, at 11:00 a.m., a question submission deadline of May 26, 2026, at 5:00 p.m., and a qualification statement submission deadline of June 4, 2026, at 2:00 p.m. All respondents must possess current AutoCAD 2016 or more recent software and submit electronically through the City's e-Procurement Portal.

Respondents must comply with Florida registration requirements for landscape architectural services and living wage requirements of $15.00 per hour for covered services. The City will consider favorably the utilization of certified Veteran Business Enterprise firms as sub-consultants, indicating a set-aside preference for VBE participation. All respondents must submit required certifications regarding scrutinized companies and foreign countries of concern, provide evidence of insurance and financial status, complete W-9 forms, and submit human trafficking affidavits. The City has reserved the right to make single or multiple awards and will conduct cost negotiations with selected respondents, with a maximum salary multiplier rate of 3.00 without Chief Financial Officer approval. Proximity evaluation criteria awards four points to respondents with offices within Orlando city limits, while responses from outside Florida receive zero points for proximity. No specific incumbent vendors or budget ranges are identified in the procurement documents.
