About this opportunity

The School Board of Polk County, Florida is conducting a procurement for Continuing Contract Design Professional Services for Architectural and Engineering projects through a Qualification-Based Selection (QBS) process. The solicitation seeks to establish multiple design professional firms in various disciplines, including architectural, civil, mechanical/electrical/plumbing, and structural engineering services for school district projects. Interested firms must provide comprehensive design professional services for potential projects such as additions, renovations, remodeling, major repairs, system replacements, sitework improvements, and utility upgrades. To be considered, firms must attend a mandatory Pre-Submittal Conference on January 8, 2025, submit five physical copies of their qualifications by January 15, 2025, at 2:00 p.m., and meet specific eligibility requirements including proper Florida registration, professional licensing, and current Professional Liability Insurance. The selection process involves an initial screening phase with weighted evaluation criteria, including related experience (30%), proposed project staff (30%), sub-consultant experience (25%), workload capacity (5%), and Minority/Women Business Enterprise (M/WBE) participation (10%), followed by interviews and presentations for shortlisted firms.

The procurement includes specific provisions for Minority/Women-Owned Business Enterprise (M/WBE) participation, with firms encouraged to list certified M/WBE sub-consultants and demonstrate commitment to diversity. The contract allows for multiple firm selections, with a minimum of three architectural firms, two civil engineering firms, two mechanical/electrical/plumbing engineering firms, and two structural engineering firms to be awarded. The initial contract term is two years with a potential one-year renewal option, and the estimated budget ceiling is $7,500,000.00 for the entire contract period. Firms must complete a Public Entity Crimes Affidavit and demonstrate compliance with Florida Statute 287.133, which requires disclosure of any prior convictions related to public entity crimes. Interested design professionals must be prepared to provide detailed documentation, including firm qualifications, key personnel resumes, and evidence of prior relevant project experience. The School Board will conduct short-listing on January 22, 2025, with interviews and presentations scheduled for January 29, 2025, and final Board approval anticipated on February 25, 2025.
