About this opportunity
Broward County Aviation Department is requesting proposals for consulting services to provide environmental compliance support at Fort Lauderdale-Hollywood International Airport (FLL) and North Perry Airport (HWO), with proposals due November 5, 2026. The County will select up to two consultants under this RFP. No DBE participation goal has been established for this FAA-funded contract, though DBE participation is encouraged; all vendors must submit a Bidders List and comply with 49 CFR Part 26 nondiscrimination requirements.
The scope spans two service groupings: Environmental Regulatory Compliance Services (NPDES compliance, wildlife hazard assessments, listed species coordination, wetland determinations and permitting, tree permitting, mitigation and restoration project design and monitoring, permit compliance tracking, environmental assessment reports, remedial action plans, petroleum storage tank services, stormwater and spill prevention planning, water use permitting, hazardous materials management, environmental site assessments, asbestos and lead-based paint surveys, air quality and fuel sampling, and analytical laboratory services) and Emergency/Non-Emergency Response Services (rapid mobilization to environmental incidents, implementation of mitigation measures, incident documentation and analysis, hazardous materials support, and routine analytical and sampling activities). Consultants may also provide aviation-related training, on-call or on-site support, and general airport environmental compliance and planning assistance. No guarantee is provided regarding the amount of work to be authorized; each Work Authorization will establish separate scope, deliverables, schedule, level of effort, and compensation.
Evaluation is weighted 20 points for ability of professional personnel, 20 points for project approach, 50 points for past performance, and 10 points for pricing. Vendors must submit minimum three references from non-Broward County entities and demonstrate expertise in Florida Department of Environmental Protection compliance, NPDES permitting, South Florida Water Management District water use permitting, environmental site assessments, petroleum storage tank services, and FAA environmental standards. The proposed project manager must be able to dedicate 100 percent time to BCAD if required. Pricing will be scored using a lowest-price formula. The County reserves the right to review future Work Authorizations for conflicts of interest on a case-by-case basis and may preclude vendors performing studies, evaluations, and assessments from performing subsequent design work arising from those evaluations. Submission is mandatory through BPRO with receipt confirmation required by closing date and time.
