About this file

This is an Insurance Requirements document for a consulting services contract issued by the Broward County Aviation Department (BCAD) in Florida, specifically for environmental compliance services at Fort Lauderdale-Hollywood International Airport (FLL) and North Perry Airport (HWO). The contract seeks up to two (2) consultants to provide environmental compliance services, including work under two primary groupings: Environmental Regulatory Compliance and Response Services. Vendors are required to submit solicitation responses electronically through BPRO (the procurement portal) and must receive a submission receipt by the specified closing date and time. The County reserves the right to review future Work Authorizations for potential conflicts of interest on a case-by-case basis, with vendors performing studies, evaluations, and assessments generally precluded from performing subsequent design work arising from those same assignments. All questions and clarifications regarding solicitation requirements must be submitted through BPRO by the designated Questions due date, with responses provided in the Messages section of the portal.

The document establishes specific insurance and risk management requirements that consultants must maintain throughout contract performance. While pricing terms are not detailed in this particular file, the solicitation emphasizes that vendors are strongly encouraged to provide all documentation and information at time of submittal—including optional items identified in BPRO—to enable timely and comprehensive evaluation by the County. The contract structure allows for multiple Work Authorizations to be issued over the term of the agreement, with each authorization subject to individual scope definition and conflict review as determined by BCAD.
