About this file

This is an Evaluation Criteria document for a consulting services solicitation issued by the Broward County Aviation Department (BCAD) for environmental compliance services at Fort Lauderdale-Hollywood International Airport (FLL) and North Perry Airport (HWO). The solicitation seeks up to two consultants to provide environmental regulatory compliance services and emergency/non-emergency response services at the two airports. The evaluation process is structured around four primary criteria: ability of professional personnel (maximum 20 points), project approach (maximum 20 points), past performance (maximum 50 points), and pricing (maximum 10 points), for a total of 100 points. Vendors must submit comprehensive proposals including resumes for all project team members, an organizational chart detailing team roles and qualifications, descriptions of experience managing on-call contracts, and evidence of the proposed project manager's ability to dedicate 100 percent time to BCAD if required. Responses must address all evaluation criteria by the solicitation closing date, with vendors failing to submit required information potentially receiving zero points for the corresponding criteria.

Past performance evaluation emphasizes experience on similar projects at commercial service airports, large hub airports, and general aviation airports completed within the past five years, with a minimum of three project references required from non-Broward County entities. Vendors must demonstrate expertise in federal and state regulatory standards including Florida Department of Environmental Protection compliance, NPDES permitting, SPCCP updates, South Florida Water Management District water use permitting, environmental site assessments, and petroleum storage tank services. Knowledge of FAA standards and procedures related to environmental compliance is also required. Pricing will be evaluated using a formula whereby the lowest proposed price divided by the proposer's price, multiplied by 10, equals the price score. The County reserves the right to review future work authorizations for potential conflicts of interest on a case-by-case basis, and generally may preclude vendors performing studies and assessments from performing subsequent design work arising from those assessments.
