About this file

This is a pricing scenario document for consulting services provided by the Broward County Aviation Department for environmental compliance work at Fort Lauderdale-Hollywood International Airport (FLL) and North Perry Airport (HWO) in Florida. The pricing scenario focuses on a specific project at Location XY on the west side of FLL, where an aircraft leasing and maintenance facility previously operated. The project scope includes preparation of a site-specific Safe Work Plan, confirmation of a former Underground Storage Tank (UST) location that was removed in 1999, collection of groundwater samples from existing monitoring wells, soil assessment in the vicinity of the former UST area, preparation of a Comprehensive Site Assessment Report (SAR), and submission of a Request for No Further Action (NFA) to achieve regulatory closure for petroleum impacts. The vendor must complete four primary tasks: developing a Safe Work Plan outlining health and safety procedures, confirming the former UST location and detailing soil boring methodology, collecting and analyzing groundwater samples with appropriate quality assurance/quality control procedures, and preparing both the SAR and NFA request with a draft report submitted to the Airport for review before finalization.

Vendors are required to provide estimated project costs using the bid table in BPRO and submit responses electronically through BPRO to receive a submission receipt by the specified closing date. The solicitation seeks up to two consultants for environmental compliance services, with the County reserving the right to review future Work Authorizations for potential conflicts of interest on a case-by-case basis. Vendors performing studies, evaluations, and assessments may be precluded from performing subsequent design work arising from those activities. All questions regarding solicitation requirements must be submitted through BPRO by the specified Questions due date, with responses provided in the Messages section.

Pricing Scenario Consulting Services for Environmental Compliance at FLL and HWO

Ground Water, Soil Assessment, Comprehensive Site Assessment Report (SAR) and Request for No Further Action (NFA) at Fort Lauderdale International Airport FLL

1. Background Information Location XY is situated on the west side of Fort Lauderdale-Hollywood International Airport (FLL) in Fort Lauderdale, Florida. The site, currently vacant, previously operated as an aircraft leasing and maintenance facility. Historical records indicate the presence of one Underground Storage Tank (UST), which was removed in 1999. Remedial action activities were conducted at that time, including the removal of petroleum-impacted soil and groundwater from the former tank pit area.

A Contamination Assessment was subsequently performed in 2004 using existing onsite monitoring wells to evaluate residual petroleum impacts. Additional assessment is now required to determine current site conditions and support regulatory closure.

2. Objectives The primary objectives of this effort are to:

• Collect groundwater samples from existing monitoring wells for laboratory analysis of petroleum constituents.

• Evaluate soil conditions in the vicinity of the former UST area.

• Prepare a Comprehensive Site Assessment Report (SAR) summarizing findings.

• Develop and submit a Request for No Further Action (NFA) to achieve regulatory closure for petroleum impacts at Location XY

3. Scope Services The objectives will be accomplished through the following Scope of Work. Tasks include preparation of a site-specific health and safety plan, field sampling activities, data evaluation, and preparation of the SAR and NFA request.

3.1 Task 1 –Safe Work Plan (SWP)

The Vendor will prepare a site-specific Safe Work Plan outlining health and safety procedures, field protocols, and required protective measures prior to initiating field activities

3.2 Task 2 – Evacuation /Location Confirmation

The Vendor will confirm the former UST location and outline the methodology for soil boring advancement, soil screening procedures, and field documentation requirements.

3.3 Task 3 – Collect Groundwater samples

The Vendor will mobilize to the site and collect groundwater samples from existing monitoring wells. The Vendor will clearly describe sampling methods, quality assurance/quality control procedures, and the analytical parameters to be evaluated by a certified laboratory

3.4 Task 4 - Comprehensive Site Assessment (SAR), Request for No Further Action

Report (NFA) The Vendor will prepare a Comprehensive SAR summarizing field activities, analytical results, and conclusions regarding current site conditions. Based on the findings, the Vendor will prepare a Request for No Further Action (NFA) for regulatory review. A draft report will be submitted to the Airport for review and comment prior to finalization

4. Estimated Project Cost

Based on the anticipated scope and industry standards, provide the estimated cost for Ground Water, Soil Assessment, Comprehensive Site Assessment Report (SAR) and Request for No Further Action (NFA) at Fort Lauderdale International Airport FLL using the bid table in BPRO.
