The procurement is being conducted under the Consultants' Competitive Negotiation Act (CCNA) and seeks firms capable of delivering a wide range of professional services including studies, technical investigations, environmental assessments, facility planning, permitting, design, construction support, and specialized engineering services. Respondents must submit a Statement of Qualifications (SOQ) using Standard Form 330, limited to 75 pages, which will be evaluated based on team background and key staff availability (30 points), experience and relevant project examples (25 points), and project approach (20 points). Key personnel must have a minimum of ten years of applicable experience, and firms must demonstrate compatibility with the City's software systems (AutoCAD Civil 3D 2020, ESRI ArcMap 10.8 & ArcPro Version 3.X). The solicitation was released on July 9, 2024, with questions due by July 30, 2024, and final responses required by August 8, 2024, at 3:00 pm. The City will shortlist at least three most qualified respondents, conduct interviews, and begin contract negotiations with the highest-ranked firm(s).
The procurement allows for potential participation by minority and disadvantaged business enterprises, with additional points allocated for such certifications. The projects may be funded through multiple sources including the City of St. Petersburg, Florida Department of Transportation (FDOT), Federal Aviation Administration (FAA), Southwest Florida Water Management District (SWFWMD), and other agencies, requiring strict adherence to each funding agency's specific requirements. While no specific incumbent is exclusively named, the solicitation mentions potential involvement of firms like American Infrastructure Development, Infrastructure Consulting & Engineering, and Michael Baker. The Capital Improvement Plan indicates a total investment of approximately $55.9 million across a six-year period from 2025 to 2030, with federal funding ranging from $0 to $20.25 million annually, state contributions between $0 and $5.6 million, and local investments between $36,400 and $4.7 million. The multi-year agreement will have an initial one-year term with potential automatic renewals for up to three additional one-year periods, allowing for flexible, ongoing consulting services for various airport infrastructure and development projects.
