About this opportunity
The County of San Mateo is requesting proposals for consultant support for Audio/Visual Systems, CCTV Systems, Man-Down Systems, and Panic Alarm Systems at San Mateo Medical Center, with proposals due July 3, 2026. San Mateo Medical Center is a Joint Commission–accredited public hospital and clinic system operating an acute-care hospital, outpatient clinics throughout San Mateo County, and long-term care facilities in San Mateo and Burlingame.
Consultants must comply with HIPAA Business Associate Agreement requirements and handle protected health information subject to administrative, physical, and technical safeguards, with security incident reporting within three business days and breach presumption unless a four-part risk assessment demonstrates low probability of compromise. All consultant personnel must obtain fingerprinting certification and meet Section 504 accessibility compliance standards; contractors employing 15 or more persons must designate a Section 504 coordinator. Consultants must adhere to San Mateo County's Vendor/Contractor Access Policy, including device encryption, anti-virus and operating system patching, unique password compliance, and visible identification requirements at all County facilities.
Consultants must comply with the County's Living Wage Ordinance, which establishes a minimum hourly wage adjusted annually by the Consumer Price Index for the San Francisco-Oakland-San Jose metropolitan area (capped at 3.5 percent annually). The ordinance covers permanent and temporary employees on full-time or part-time basis and requires documentation of wage compliance for two years following contract completion; the County may conduct one audit per contractor annually.
Consultants must carry comprehensive insurance including workers' compensation at statutory levels, general liability of $1 million, motor vehicle liability of $1 million, and professional liability of $1 million, with the County named as additional insured. All work product, documentation, configurations, and technical innovations developed during the engagement are subject to intellectual property ownership and confidentiality obligations under the contract's IP attachment. Contractors exceeding $200,000 in contract value are subject to the County's standard service agreement template, with invoices submitted electronically to SMMC-Accounts-Payable@smcgov.org and contingent upon satisfactory performance and Contract Owner approval.
