This is a Request for Qualifications procurement requiring sealed Statements of Qualifications and bids submitted electronically through the City's eProcurement Portal by 4:00 PM on Tuesday, April 7, 2026, with a deadline for questions by March 24, 2026. The scope of work encompasses full-time construction observation and inspection services for the Taxiway Zulu and Taxiway Alpha 1 Reconstruction project, including daily construction observation for both day and night shifts, materials testing and quality assurance coordination, survey and layout services, construction contract administration, compliance monitoring, and comprehensive project documentation. The consultant will attend monthly progress meetings (at least one in-person monthly with additional monthly in-person attendance required for pre-construction conferences, pre-pave workshops, control strip inspections, and preliminary/final inspections), with anticipated monthly site visits of approximately six hours duration. Respondents must demonstrate minimum qualifications including California licensure as an Architect, Professional Engineer, or General Contractor; knowledge of FAA Advisory Circulars and airport construction regulations; experience with construction inspection and administration; and document tracking capability. The City will evaluate submissions based on project management experience, understanding of FAA regulations and airport construction standards, firm and team qualifications, and responsiveness to RFQ requirements, with potential interviews conducted at the City's discretion; pricing will be negotiated following selection on a not-to-exceed basis.

Disadvantaged Business Enterprise (DBE) participation is required in accordance with 49 CFR Part 26, and prevailing wage requirements apply to this public works project. The incumbent construction contractor is DeSilva Gates Construction, which was awarded the construction contract on May 27, 2025, with contract execution anticipated by April 1, 2026, establishing the timeframe for Construction Management Services to commence. The project is funded through a combination of Federal Aviation Administration (FAA) grants, California Department of Transportation (Caltrans) funds, and Airport revenue; the underlying construction project has an Engineer's estimated cost of $1,850,670 for the Base Bid work (Taxiway Zulu reconstruction from Station 2+70 to Station 11+00 and Taxiway Alpha-1 reconstruction).
