About this opportunity

The City of Sanford, Florida's Finance Department Purchasing Division is seeking a legal firm to provide comprehensive Construction Law Legal Services through an Informal Request for Quote (IRFQ 24/25-304). The procurement aims to secure a legal partner capable of handling complex construction-related legal matters, including drafting and reviewing construction contracts, advising on contract claims and disputes, representing the city in legal proceedings, and developing compliance programs. Qualified bidders must have a minimum of five years of experience in construction law, with at least 40% of their practice dedicated to this specialty area. The contract requires demonstrable knowledge of Florida Construction Lien Law, public and private construction contracts, design professional liability, and relevant Florida Statutes. Evaluation will be based on the lowest responsive quote that meets the city's needs, with a pricing structure involving hourly rates for different professional levels including Senior Partners, Law Partners, Senior and Associate Lawyers, Paralegals, and Office Assistants. The solicitation was posted on December 16, 2024, with a submission deadline of December 31, 2024, at 2:00 P.M. local time, and features an initial one-year contract term with potential for four additional one-year renewals, not to exceed a total of five years.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The Notice of Intent to Award indicates that GrayRobinson, P.A. has been selected as the preferred vendor for these legal services. Insurance requirements include comprehensive general liability, workers' compensation, and professional liability coverage. The city reserves the right to modify, cancel, or re-solicit the procurement at its discretion, and the intent to award does not constitute a final agreement. While specific budget ranges are not explicitly detailed, the hourly rate structure suggests a flexible compensation model with rates varying by professional level. The successful bidder will provide services on an as-needed basis, with the city retaining flexibility in engaging legal support for construction-related matters. The procurement emphasizes the city's need for proactive legal strategies, risk mitigation, and comprehensive support in navigating complex construction law challenges.
