About this opportunity

The Orange County Transportation Authority (OCTA) is requesting bids for concrete sealant services at OCTA-owned facilities throughout Orange County, California, under IFB 250318, with bids due October 14, 2026 at 11:00 a.m. This is a prevailing wage contract subject to Davis-Bacon labor provisions and federal DOT DBE program requirements; bidders must meet a DBE participation goal percentage to be determined by OCTA based on availability of certified disadvantaged business enterprises.

Bidders must hold a valid California Contractor's License with C-8, C-61, or D-06 classification and demonstrate at least three years of experience performing concrete sealant work on large-scale concrete surfaces. The scope encompasses surface preparation (cleaning, crack filling, patching), supply and application of approved sealants via spray, roller, or brush methods, and waste disposal at twelve primary facilities in Anaheim, Garden Grove, Irvine, Santa Ana, Brea, Fullerton, Huntington Beach, Laguna Hills, and Newport Beach, plus sixteen OC Streetcar passenger platforms. Five service line items are priced separately: penetrating sealer (5,000 estimated square feet annually), water-based acrylic sealer (20,000 sf), solvent-based acrylic sealer (5,000 sf), epoxy or polyurethane sealer (5,000 sf), and concrete surface preparation (35,000 sf). All personnel must complete mandatory OC Streetcar Roadway Worker Program training with annual renewal. All materials must comply with South Coast Air Quality Management District VOC requirements and include Safety Data Sheets.

The estimated contract value is $250,000 for a one-year term running November 1, 2026 through October 31, 2027. Pricing must be submitted as firm-fixed rates per square foot fully burdened with all labor, materials, overhead, freight, and sales tax. No price increases are permitted during the contract term; all price decreases automatically extend to OCTA. The contractor must guarantee that quoted prices equal or undercut prices offered to any other local, state, or federal government entity for equal or lesser scope. Award will be made to the lowest responsive and responsible bidder. The pre-bid conference is scheduled for September 30, 2026 at 9:00 a.m. via Microsoft Teams. Questions are due October 7, 2026 at 4:00 p.m. Bids are submitted electronically through OpenGov Procurement and will be publicly opened October 14 at OCTA's Administration Office in Orange, California, with teleconference participation available.
