About this file

This is a Scope of Work document for Invitation for Bid (IFB) 250318 issued by the Orange County Transportation Authority (OCTA) for concrete sealant services. OCTA seeks a contractor to provide concrete sealant application and maintenance services on an as-needed basis at multiple OCTA-owned facilities across Orange County, including maintenance and operations bases, park-and-ride facilities, transportation centers, and OC Streetcar facilities. The scope of work encompasses surface preparation (cleaning, crack filling, and patching), supply and delivery of approved concrete sealants, application via spray, roller, or brush methods, and cleanup and disposal of waste materials. Work locations include twelve primary sites spanning Anaheim, Garden Grove, Irvine, Santa Ana, Brea, Fullerton, Huntington Beach, Laguna Hills, and Newport Beach, plus sixteen OC Streetcar passenger platforms throughout the service route. The contract term is one year.

The budget for this effort is $250,000 for the one-year term. This is a prevailing wage contract requiring compliance with California Labor Code Division 2, Part 7, Chapter 1 (Public Works) and applicable federal prevailing wage requirements. Contractors must possess a valid California Contractors State License Board license (C-61/D-06, C-8, or equivalent classification), maintain at least three years of experience performing concrete sealant work on large-scale concrete surfaces, and demonstrate familiarity with various concrete sealant types. All field personnel must complete mandatory OC Streetcar Roadway Worker Program training with annual renewal, and contractors must submit Safety Data Sheets for all chemicals used. Contractors are required to provide a one-year written warranty covering defects in workmanship and product performance, and all work must be verified through OCTA's Facilities Maintenance Manager prior to invoice payment.
