About this opportunity

Caltrans District 12 is requesting bids on construction of a maintenance facility and modification of traffic management systems on State Highway Route 22 in Orange County, with bids due December 8, 2026 at 2:00 p.m. via Bid Express. The project is a federal-aid undertaking subject to Buy America requirements for manufactured products and construction materials; a De Minimis Costs waiver applies to non-compliant items not exceeding $1 million or 5 percent of total applicable costs.

Work spans Route 22 from 0.1 mile east of Cambridge Street Overcrossing to Route 22/55 Separation and the Orange Maintenance Facility. The scope comprises 115 bid line items covering traffic control systems, temporary barriers, landscaping, asphalt concrete, concrete work, electrical systems, and building construction. Contractors must hold a Class A license, Class B license, or a combination of Class C licenses constituting a majority of the work. An on-site safety representative with Cal/OSHA 30-hour certification and at least three years of safety experience in heavy construction, heavy industrial, or oil and energy industries is required. The federal training program mandates 24 trainees or apprentices. Environmental product declarations are required for hot mix asphalt and concrete materials supplied by plants providing specified minimum quantities. Prevailing wages are required under California Department of Industrial Relations standards; federal minimum wage rates are available through sam.gov.

The estimated project cost is $33 million. Work must be completed within 370 working days (490 days including plant establishment), with plant establishment work completed within 120 days. Strict lane closure restrictions apply during the LA28 Olympic and Paralympic Games from June 1 to September 1, 2028, with liquidated damages of $1,000 per 10-minute interval for failure to open closures on time, capped at 5 percent of total bid per occurrence. Bidders must submit security equal to at least 10 percent of their bid. Prompt payment provisions require payment to subcontractors within 7 days of progress payment receipt. An optional job site visit will be held on the second Tuesday following advertisement between 10:00 a.m. and 1:00 p.m. at 691 S Tustin Street, Orange, California 92866; registration is required by contacting Project Manager Jared Lindo at (949) 279-9367.
